OBJECT
The objective of the MEDIA 360 action is to develop large audiovisual hubs capable of proposing a strategic set of activities that respond to the main opportunities and challenges at European level. To encourage a coherent approach where hubs leverage their unique identities and capabilities, as well as economies of scale, MEDIA 360 supports a package of activities that implement a shared vision and objectives with impact across the entire value chain.
The action will support a package of activities that facilitate the creation, promotion and distribution of European content and/or the adoption of new technologies or business models by the audiovisual sector. Activities will need to have an impact across the entire value chain (e.g. supporting talent and skills, developing markets and networks, supporting innovation and private investment, supporting international co-productions, as well as other relevant areas) and be implemented by European organizations capable of attracting European and international participants.
Applicants will need to present a comprehensive strategy and coherent package of activities and be able to demonstrate their strong added value and structuring effect on the European audiovisual industry.

EXPECTED RESULTS
• Strengthen the EU industry’s capacity to create, produce, distribute and promote European works with the potential to travel across the EU and beyond;
• Improve the competitiveness of European organizations with a high level of competence and global experience;
• Encourage the experimentation of new business models;
• Increase private investment in audiovisual and/or gaming companies;
• Promote sustainable and more environmentally friendly solutions for the audiovisual industry;
• Support the digital transformation of the audiovisual and/or gaming industry and the adoption of digital tools by businesses in the audiovisual and/or gaming sector;
• Support the acquisition of new skills by professionals in the audiovisual and/or gaming sector to thrive in an increasingly competitive market.

ELIGIBILITY (for detailed information please refer to the announcement)
Applications will be considered admissible only if their content corresponds entirely (or at least partially) to the description of the topic for which they were submitted.
Eligible Participants (Eligible Countries)
To be eligible, applicants (beneficiaries and affiliated entities) must:
– be legal entities (public or private entities)
– be based in one of the eligible countries, i.e
Countries participating in Creative Europe: – EU Member States (including Overseas Countries and Territories (OCTs)); Non-EU countries: – Listed EEA countries and countries associated with the Creative Europe Program or countries that are negotiating an association agreement and where the agreement enters into force before the grant is signed.
be established in one of the countries that fully participate in the MEDIA section of the Creative Europe Program and belong directly or indirectly, entirely or by majority, to citizens of these countries. When a company is listed on a stock exchange, the location of the stock exchange will in principle determine its nationality.

SPECIFIC CASES

Natural persons – Natural persons are NOT eligible (with the exception of self-employed workers, i.e. individual businesses, for which the company has no legal personality distinct from that of the natural person).
International organizationsInternational organizations are eligible. The rules on eligible countries do not apply to them.
Entities without legal personality – Entities without legal personality under national law may exceptionally participate, provided that their representatives have the capacity to assume legal obligations on their behalf and offer guarantees for the protection of the EU’s financial interests equivalent to those offered by legal persons.

COMPOSITION OF THE CONSORTIUM
Proposals from individual candidates (single beneficiaries; if necessary, affiliated entities are permitted), as well as proposals submitted by a consortium of at least 2 candidates (beneficiaries; not affiliated entities) are permitted.
