Great Lakes: The opportunities for lasting peace must be seized

The UN Security Council today discussed the Great Lakes region in Central Africa. The conflict in the region, particularly in the eastern Democratic Republic of Congo (DRC), is fueled by long-standing ethnic tensions, competition for natural resources and the involvement of various armed groups and neighboring countries. This complex situation has led to persistent violence, serious humanitarian crises, the displacement of 7.3 million people and regional instability for decades.

In New York, Switzerland expressed concern about the escalation of regional tensions and ongoing violations of international humanitarian law. She called for increased efforts to find viable political solutions to lay the foundation for lasting peace in the region. Switzerland welcomed the ceasefire of July 30, 2024, signed by the DRC and Rwanda and facilitated by Angola. This is an important step towards peace and has already led to a reduction in violence. “It is crucial that this agreement is fully adhered to and that all commitments made are fully fulfilled,” emphasized Switzerland in the Security Council.

Protecting the civilian population is just as important. The ongoing violence has led to an alarming humanitarian crisis in the Great Lakes region. For women and girls suffering extreme forms of sexual violence and exploitation, the impact of this crisis is particularly devastating. This situation is unacceptable. Switzerland once again called on all parties in the Council to respect international humanitarian law without exception.

As Council President, Switzerland emphasized that current opportunities must be used to create sustainable peace in the region. The Security Council must therefore fully play its role in supporting the states of the region in the search for lasting solutions. Switzerland will remain strongly committed to supporting regional initiatives and promoting peace and stability in the region, both at bilateral and multilateral levels. The situation in the Great Lakes and ongoing peace initiatives were also the topic of today’s working meeting between Federal Councilor Ignazio Cassis and the Angolan Foreign Minister in Bern.
