Capaccio Paestum, seizure in a pig farm

The investigations

A research activity made even more difficult by the presence of numerous private drainage channels and the vastness of the area being monitored. However, thanks to the use of sophisticated equipment supplied to the technical staff of AK Environmental Guards Unit (drone)the Carabinieri of Carabinieri unit of Capaccio Paestum they managed to identify the company, which was illegally disposing of the whey intended for approximately 200 pigs and the wastewater of approximately 200 head of cattleon the surrounding land and in the neighboring private drainage canals which, after a short journey, entered an important consortium canal and then reached the sea. The investigations carried out by the Army soldiers, once the exact methods and timing with which the entrepreneur illicitly disposed of the wastewater into the land and canals had been identified, they allowed the operation to begin which, thanks to personnel hidden among the vegetation, it allowed the entrepreneur to be caught in the act of committing a crime, who on several occasions tried in vain to justify his illicit conduct.

The inspection

After this initial activity, military and Security Guards proceeded with a thorough inspection of the entire company, ascertaining, thanks to the use of fluorescein (a red powdery dye which turns green when in contact with water) that the entrepreneur was illicitly disposing of the whey received to feed the pigs and stored in tanks, through a sophisticated and complex network of underground pipes which allowed large quantities of serum to be disposed of illicitly in just a few minutes. This situation was also aggravated by the presence within the company of dangerous and non-hazardous special waste but also by a further system of illegal disposal of livestock waste coming from cattle breeding, which after reaching a concrete tank, leaked out through an overflow to then disperse on the nearby land and flow into the consortium canals and a sophisticated drainage system through which it also disposed of part of the wastewater coming from the rooms intended for pig stalls.

Violations

At the end of the inspection operations, the military, given that the conduct carried out by the entrepreneur included numerous environmental violations for having illicitly disposed of and managed large quantities of non-hazardous special waste (whey and zootechnical waste) and having caused following the ‘illicit disposal and management of non-hazardous special waste, the significant and measurable impairment and deterioration of the aquifers and large portions of soil and subsoil, proceeded to subject them to seizure of land of approximately 1,500 m2 since it has long been affected by illegal waste disposal, the network of underground and external pipes found to be connected to the tanks in which the whey was placed and a concrete tank and to report the owner of the company at large.
