Are you sure your phone was locked? What exact error are you seeing? It could be a SIM card lock or a network lock, it depends on the error message
If it is a Samsung and the message is “SIM network PIN blocked. Enter SIM network PUK.“
Call Samsung at 1-800-726-7864 to obtain a master unlock code.

If the message is “PIN unlock key (PUK)” or “Enter PUK Your SIM Card, SIM cannot be accessed” or on the status bar of an iPhone displaying “Locked SIM“
