There is no clear cause of the unpleasant smell of oil products, which covers parts of Burgas during different periods of time.

This became clear during an extraordinary meeting of the Standing Committee on Environmental Protection, Agriculture and Food at the Municipal Council.

It was attended by representatives from the Regional Environment and Water Inspectorate, the Regional Health Inspectorate, “BMF Port Burgas” JSC, “Pristanishte Burgas” JSC, “Lukoil Neftohim” JSC, Executive Agency “Maritime Administration”, Burgas scientists and others.

“We check all the points for which we receive reports of an unpleasant smell. Ships are also visited by our on-site inspectors when loading and unloading petroleum products. It has not been determined what exactly causes the odors. There are various theories, but none are concrete. There is no established source from the oil port either. The smells are unpleasant and cause alarm among citizens, but they should be reassured that there is no danger to their health commented the director of RIOSV-Burgas, Pavel Marinov.

He was adamant that the smell was certainly not from oil products discharged from ships, because that would leave a physical mark in the sea.

According to him, the signals from the citizens are also received most often from the coastal parts of the city, the Sea Garden and other parts in the vicinity, which in all probability means that the source of the smell comes from the sea. However, who he is at this time cannot be established.

Marinov expressed confidence that sooner or later the reason will be clear and then the necessary measures will be taken.

It also became clear at the meeting that even if the source of the gassing is found, it will be difficult to impose a fine on the perpetrator. According to Bulgarian legislation, there is no way to impose a fine for an “unpleasant smell”.

Thus, the only thing the institutions can do is issue a prescription. RZI-Burgas announced that they could not prove whether the smell was harmful.

“Lukoil Neftohim” AD was also categorical that the smell was not from their facilities. They also debunked the theory that it could be coming from old oil sludge. The reason they don’t work. One of them has already had oil products removed since December, and the other is expected to do the same at the end of this year. The municipality of Burgas confirmed what was said.

Lukoil also announced that it is impossible for the gasification to come from the oil port in Rosenets, because there they work with a closed system, in which no contact of the unloaded products with the external environment is allowed.

“BMF Port Burgas” JSC shared that inspections were done at them constantly, but none of them proved that the smell could come from them.
