1. RULES
These bidding rules refer to the Public Offer that O’Higgins University, interchangeably here “The Principal” or “the University”, requests “Contracting one or more lines of credit according to Law No. 21,640”.
This process is regulated by Law No. 18,575, – whose consolidated, coordinated and systematic text was established through DFL No. 1/19,653, of 2000, of the Ministry of the General Secretary of the Presidency.
2. CONFIRMATION
For the correct interpretation and use of these bases, the terms indicated below will be given the meaning established for each of them below:
- Bidders or Bidders: Banks, or temporary associations of providers, Chilean or foreign, operating in accordance with the provisions of DFL No. 3, of 1997, of the Ministry of Finance, which establishes the text, consolidated, systematic, to be bidders. or tenderers and agree to the General Law of Banks and other legal entities that are identified, comply with the requirements identified in these foundations, and do not have any of the disabilities identified by the Law, presenting an offer in the opportunity and manner established. there
- Basis: A set of rules governing this offer, in terms of levels, deadlines, consultation and/or clarification methods, evaluation criteria, award methods, evaluation procedures and the terms of the definitive contract, to which it is necessary to comply with the interested candidates and the characteristics contained in the specifications, descriptions, requirements and other characteristics of the service to be contracted.
- Contractor: O’Higgins University, which will be responsible for approving the institutions, asking for public proposals, providing them, implementing the contract and the corresponding payments.
- Awardee(s): Bidder(s) who, after participating in the bidding process, have
the offer and has signed the contract to implement it. - Proposal: The technical and economic offers submitted by a bidder in this tender, which must comply with the requirements established in the foundations.
- Contract: The legal act to be signed between O’Higgins University and the awarded supplier(s), of which the set of documents listed in these foundations will form part, authorized to h -appropriated by an administrative act issued by the relevant authority.
3. GENERAL GENERAL
The purpose of this Offer is to contract one or more lines of credit, for the amount
up to $6,000,000,000 (six billion pesos).
The prize will be multiple, and may be awarded to more than one bidder, in the following terms:
