/ world today news/ The Sofia City Prosecutor’s Office brought the Minister of Defense of the Republic of Bulgaria, Nikolay Nenchev, as a defendant, for a crime in his service, which had significant harmful consequences for the Bulgarian Army and the case is particularly serious, the prosecutor’s office announced.
His initial accusation is that for the period from 05/05/2015 to 09/09/2015, as an official holding a responsible position – Minister of Defense, he did not fulfill his official duties, regulated in the Law on Defense and Armed Forces forces of the Republic of Bulgaria and did not ensure the aviation safety and airworthiness of military aircraft from the fighter aviation of the Air Force of our country.
The SGP investigation established that on 26/04/2015 two contracts were signed between the Ministry of Defense and JSC “RSK MIG” for the extension of the resource of 2 RD-33 engines by 50 hours each and the repair of 2 RD engines – 33 and one box for aircraft unit – 2 /KSA -2/ for MiG-29 with a total value of 3,773,000 euros /7,388,666 BGN/
Instead of putting these contracts into actual execution, Minister Nikolay Nenchev told his deputy, Desislava Yosifova, to keep them in his official treasury and not to take any action on their implementation, so that the repairs of the planes would not be carried out , owned by our country in RSK MIG JSC. Minister Nenchev continued to give the same instructions over the next few months to his subordinates in the ministry.
This act has had significant harmful consequences for the Bulgarian Army – in 2015, the flying time of pilots from the Air Force of the Republic of Bulgaria fell to 33 hours in one year, with a NATO standard of 180 flying hours per year or at least a minimum of 80 flying hours for a year. This has led to the danger of serious flight accidents due to lack of training.
The actions of Minister Nenchev have led to a reduction in the number of trained flight crews and overloading of pilots on Air Policing combat duty and the impossibility of ensuring the training of young MiG-29 pilots. Because of this, it was also impossible to maintain the necessary number of trained airmen.
A “Signature” remand measure was taken against Minister Nenchev.
