Publication »International Education Indicators 2024« shows Baden-Württemberg in comparison with other federal states and OECD countries
In 2022, almost 42,700 international students studied in a tertiary education program in Baden-Württemberg. This corresponded to a percentage share of almost 11% of the total 402,700 students in the tertiary sector. Across Germany, the proportion of international students was just over 12%. The OECD average was just under 7%, according to the Baden-Württemberg State Statistical Office.
In the area of bachelor’s and comparable degree programs, the proportion of international students in Baden-Württemberg was a good 5%. In most other federal states, the proportion of international students was higher (Germany: 8%, OECD: 5%). Much higher proportions of international students were found in the area of master’s and comparable educational programs. The proportion of international students in the master’s program in Baden-Württemberg was just under 17% (Germany: 18%, OECD: 15%). Even higher proportions of international students were only found in the highest tertiary sector, doctorates. A good 24% of doctoral students had previously obtained their HZB abroad (Germany: 23%, OECD: 25%).
The joint publication “International Education Indicators in a Country Comparison” by the Federal and State Statistical Offices, published today, expands on the OECD publication “Education at a Glance”. It provides additional results at the level of the federal states and city states. It presents results on topics such as access to education, participation in education and educational progression, educational returns and expenditure, as well as the learning environment in schools. The publication makes it possible to classify the country results for selected OECD indicators internationally.

International Students
International students are cross-border mobile students who come to Germany from abroad to study. This group includes all students who have acquired their HZB abroad and are enrolled in Germany. This includes both foreign and German students who acquired their HZB abroad. When making international comparisons, it must be taken into account that the different national concepts for defining and recording international students as well as different naturalization policies limit comparability between OECD countries. International students are also referred to as mobile students from abroad.
Tertiary education
The tertiary sector, in the ISCED definition used here, includes what is generally referred to as academic education, but it also covers further vocational or career-oriented education. In Germany, the tertiary sector includes not only universities or vocational academies, but also career-oriented courses, such as master craftsman/technician training and equivalent courses at technical colleges, as well as training to become a nursery school teacher.
