Russia. Regional elections conclude

Latin American Summary, September 8, 2024.

During the elections to the Moscow State Duma, around 180 cyber attacks originating from 2,500 suspicious IP addresses were repelled. These did not affect the voting process.

The leader of the ruling United Russia party, Dmitry Medvedev, highlighted this Sunday the holding of regional elections in 83 federal entities in that country, which began on Friday 6 and concluded today.

“In total, 3,500 seats were up for grabs, and voting was quite intense in this regard. As for the regions, elections were held in 84 regions. The situation is different there, but in general, voting was held in an organized manner, with personnel and in accordance with our laws,” Medvedev said in a post on his social networks.

Russia’s single-day election, as it is also known, ended with the closure of polling stations in the Kaliningrad region in the far west of the country.

According to local media, nearly 4,000 election campaigns were held. Direct elections for top executive posts were held in 21 regions, while in four other regions – Ingushetia, Kabardino-Balkaria, the Khanty-Mansi Autonomous Region (Yugra) and Crimea – leaders were elected by local parliaments.

Local parliamentary elections were held in 13 regions, while by-elections to the Duma (lower house of parliament) were held in three single-seat constituencies. Voting was possible via electronic voting in 26 regions, benefiting 3.2 million citizens, according to electoral authorities.

Russian President Vladimir Putin stressed the importance of this democratic exercise to ensure stability and that the needs of citizens are met by elected leaders.

The day before, Deputy Head of the Election Monitoring Commission (EMC), Alexander Asafov, reported that during the elections to the Moscow State Duma, “about 180 attacks from 2,500 suspicious IP addresses” were repelled. The attempts are continuing, added Asafov, who assured that the cyberattacks did not affect the voting process and that the system is working normally.

According to the CSE, around 2.5 million Muscovites participated in the Duma elections, of which almost 2.2 million voted electronically.

Elections were also held in the regions of Donetsk, Luhansk, Kherson and Zaporizhia. Meanwhile, in the border region of Kursk, where Russian forces are fighting off an incursion by Ukrainian troops, municipal and gubernatorial elections in seven municipalities have been postponed indefinitely.
