Waiting for new concerts: “Wagner” comes out of the shadows – 2024-09-05 12:53:15

/ world today news/ Fifteen months after the start of the SVO, against the background of rather complicated relations between the Ministry of Defense and PMC Wagner, the State Duma finally decided to regulate the status of private military companies. At the same time, it is not entirely clear why we are not talking about the legalization of “private parties”.

Why stay half pregnant?

The Defense Committee of the State Duma decided to somehow correct the status of private military companies in Russia. Because a paradoxical situation has arisen – PMCs exist and work quite well, and not for the first year, but there is no law to regulate their activities. That is, the same “Wagnerians” captured Bakhmut, but on what basis?

Therefore, the matter with the PMC has long been decided precisely on a legal plane, especially against the background of the growing misunderstanding between the Ministry of Defense of Russia and the mentioned Wagner.

Thus, the head of the company Yevgeny Prigozhin unequivocally stated that his fighters, as well as other volunteers, will not sign contracts with the military department until July 1. At the same time, he also said that the “orchestra” intends to return to the combat zone from August 5.

Andrey Kartapolov, chairman of the State Duma’s defense committee, told the world that lawmakers were still ripe for granting PMC legal status.

“Much of what concerns the performance of the tasks of PMCs in the SVO area has already been decided, but it is still necessary to define the basics: what PMCs are, what role they play and what place they occupy in our legal structure . This is what we are really doing. I believe that in the near future we will decide and offer an option,” the deputy told the Interfax news agency.

And he added that “we are not talking about legalization, we are talking about shaping their legal status in accordance with our legislation.”

After these words, of course, a relevant question arises – what are all these word movements for then? To leave the situation again in a state, as the people say, “half-pregnant”?

What prevents the legalization of PMC in Russia, as all the countries of the world that have at least some ambitions to become world powers – USA, Great Britain, France, Israel and even South Africa and Australia – have done? Tsarigrad tried to ask this question to Andrey Kartapolov himself, but his assistants referred to the extraordinary employment of the deputy.

Therefore, we talked about what prevents the legalization of PMCs in Russia with Dmitry Krasnov, Honored Lawyer of Russia, Member of the Public Chamber of the City of Moscow.

– In your opinion, why are they only now considering giving a clear legal status to Russian private military companies?

– PMC “Wagner” showed high efficiency both in Africa and in the battles in Ukraine. Her work in the Ukrainian direction allowed the Russian armed forces after mobilization to conduct coordination of newcomers, combat training, which is very important for people who either hold weapons in their hands for a long time or have never fought.

Thanks to this PMC, we achieved success in Bakhmut and are now able to successfully repulse enemy attacks. Because, I repeat, during the preparation of the army for the enemy’s advance, the “musicians” took the weight of the martial law on their shoulders.

It’s time to say a big thank you to these people and celebrate their achievements at the highest level.

– Then why are we “not talking about legalization” again?

– There are private military companies everywhere in the world. In the US, for example, it is Academi, once called BlackWater, which has also demonstrated high efficiency in Iraq, as well as in Africa and Asia.

Such companies fight all over the world: where it is necessary to carry out special operations without demonstrating the presence of their armed forces in a particular country.

These are two different legal statuses – army and PMC. The actions of a private military company are the responsibility of its owners.

And in some cases, it is more expedient to use PMCs as super special forces, where people who have already gone through various military conflicts, who have a high degree of training and motivation, as well as a higher level of income, are fighting.

Such fighters are not bound by the charter of military service, which changes for a rather long and tedious time due to changes in the combat situation and the use of new weapons, means and types of armed forces. PMCs have therefore performed well in terms of quick response to changing situations.

Changes have been made to our legislation, according to which the rights of both military personnel and their families and PMC employees and their families are equally protected.

Everything related to the material provision of both the armed forces and the PMC also comes down to a single system that allows both to interact and reward employees of private military companies with state awards, give them social packages, various benefits after dismissal on termination of contract or receipt wounds.

And the questions arise due to the fact that very often in the media we see arguments between Prigozhin and the Ministry of Defense.

If they were not there, I think everyone would be happy with everything, and no one would ask such questions: “Does Russia need PMCs?”. World practice shows what is needed.

Perhaps it makes sense to clarify the relationship between the leaders of the Ministry of Defense and PMC “Wagner” at the political level, so that the garbage is not taken out of the hut?

I understand that the military wants unity of command, but what kind of unity of command can there be when it comes to a private military company that is financed from the pocket of a specific person?

Who in Russia has the political will to resolve all emerging conflict situations?

– From my point of view, there is a third force that makes it possible for the conflict not to get out of control – it is the president. Again, both Prigozhin and the Ministry of Defense do one thing in common – they protect the Motherland and, despite the conflicts, act in the same direction. They have a common goal: the defeat of our enemies and the victory of Russia.

I believe that all issues are resolved in working mode, the president has his finger on the pulse, and not a single decision of such a level will escape his attention.

He perfectly understood what he was doing when he once gave the green light for the creation of PMC Wagner. And now this name, our fighters are feared and respected all over the world.

Without belittling the role of the army and the military, who carry the same heavy duty, I will say: it is wonderful that there are people who want to fight, know how to fight and fight effectively.

They are all Russian people, they are all defenders of our motherland, and there remains only the problem of legal regulation of relations, which is completely solvable.

What of this?

Indeed, both the Russian Armed Forces and PMC Wagner do one thing in common – they are fighting for the victory of our country over the Russophobic pro-Western project in Ukraine. And his Western curators.

To achieve this goal, there should be no loopholes and legal innuendos, and the personal ambitions of big people should not even remain in the background, but much further.

And if world experience testifies in favor of private military companies, maybe Russia should stop denying its “private traders” if we want to protect our interests in the face of the global West?
