Sergey Evgenievich, now information is coming from everywhere about the activation of the armed forces of Ukraine in the zone of the special military operation. The long-announced “counteroffensive” is actually already underway. In your opinion, as the head of the Foreign Intelligence Service, how does the West assess the prospects of the Ukrainian counter-offensive?

Sergey Narishkin: It was important for Westerners to promote the topic of the upcoming Ukrainian counter-offensive in the global information space. Obviously, the overrated importance attached to it is a kind of pre-battle psychic attack element.

In addition, the constant exaggeration of this topic allowed the Euro-Atlantic totalitarian liberal elite to justify the supply of weapons to Kiev and ensure the unity of NATO countries, many of which are already quite tired of Ukraine and its president.

At the same time, behind the scenes, many Western military analysts express serious doubts about the success of the Ukrainian adventure. Without going into details, I will say that the tasks announced by the Kyiv regime are assessed as unachievable. The West, which is directly involved in the Ukrainian conflict, is well aware of the real capabilities and potential of the Armed Forces of Ukraine, including in terms of counteroffensive.

Authoritative representatives of the American and European intelligence services and military departments do not rule out that the counteroffensive may lead to directly opposite results. The deaths of a significant number of NATO-trained servicemen and the destruction of the weapons they supplied would undermine the combat capability of the Ukrainian military. This, in turn, will have a negative impact on the sustainability of Zelensky’s regime. According to a number of Western assessments, Ukrainian statehood itself may ultimately be under threat.

Why, then, do the Western rulers not hinder their Ukrainian wards in their attempts to realize their insane plans? Does the US really not regret the loss of such a useful Russophobic tool as Zelensky and his team?

Sergey Narishkin: The fact is that in the opinion of the Anglo-Saxons, Ukraine, not to mention its current leadership, is only a pawn in a large geopolitical game. The main objective of this game is to inflict a strategic defeat on Russia. Everyone knows the words of Zbigniew Brzezinski (former National Security Advisor to the President of the United States): “Without Ukraine, Russia will cease to be an empire, but with Ukraine, Russia automatically becomes an empire.”

The US and Great Britain have been cultivating Ukrainian nationalism for decades in order to bring it down on our country at the “C” hour. They even agree to turn Ukraine into a “black hole” in Europe, just to prevent its rapprochement with Russia. In the eyes of the Anglo-Saxon elite, Ukrainians are “cannon fodder”, which is not a pity to use to save the precious lives of the American and British military.

When the Ukrainians, as they say, are finished, the Poles will come in their place, and then probably the Germans. It sounds extremely cynical, but this is precisely the logic of the strategic plans of Washington and London, it is also evident from the relevant documentary materials.

Sergey Evgenievich, the question immediately arises: why are Ukrainian politicians and even more so the Ukrainian people doing all this? Are there really no rational, sane and at the same time devoted to their homeland people left among the Ukrainians who could see the essence of what was happening and prevent the looming national catastrophe?

Sergey Narishkin: The current rulers of Ukraine, unfortunately for the Ukrainian people, are deeply cynical and unscrupulous people. They have long since turned Russophobia into a commodity and do not hide that their goal is not the utopian victory over Russia, but obtaining personal dividends. And they are doing quite well in achieving this goal: the president of Ukraine, according to official data only, has real estate in Italy, Great Britain, the United States and Cyprus. So the “reserve airport” and more than one is always ready for Zelensky.

A significant part of the multimillion-dollar foreign funds and donations do not reach the people in Ukraine who really need help and support, but end up in bank accounts abroad. The Ukrainian authorities control and often treat this money as personal property, hiding behind the current situation in the country.

But it is also true that not all representatives of the Ukrainian establishment and state apparatus are ready, as they say, to “celebrate the reign of the plague” and participate in the destruction of their own country. More and more officials and politicians do not support the regime in Kiev and see no future for Ukraine on the current course.

What is the disagreement you noted? There appears to be no significant opposition activity in Ukraine now.

Sergey Narishkin: Apparently, under the current nationalist authorities, none of the dissidents in Ukraine can openly declare their position for fear of incurring reprisals against themselves and their loved ones. Therefore, many employees prefer to leave the country, not wanting to have anything to do with the regime in Kiev.

This tendency is typical, by the way, for the employees of the Ukrainian Ministry of Foreign Affairs, who, like no one else, are aware of the real prospects of Ukraine. Dozens and hundreds of employees of Ukrainian missions abroad simply refuse to return to their homeland after completing their business trips. In fact, even the nationalist Ukrainians are doing this, because they also believe less and less in the victory of Kiev.

A good example is that if in October 2022 a list of vacancies in the Ministry of Foreign Affairs containing about 100 or slightly more positions was sent to the staff of the headquarters of the Ministry of Foreign Affairs and Diplomatic Missions of Ukraine, then in January 2023 the new list now includes 140 positions.

And this is despite the fact that the total staffing of the Ministry of Foreign Affairs of Ukraine is about 600 employees. The problem of “defectors” among the personnel of the foreign missions of Ukraine, judging by the data received by the service, has acquired dimensions that threaten the normal work of the national foreign ministry.
