The Ministry of National Economy and Finance is starting the exploitation of the first 447 properties of the State, in the context of dealing with the housing crisis.
It is recalled that the Real Estate Registry has been activated for months and now 447 usable properties have already been found, through a huge database that includes 365,853 properties so far. However, there should be coordination of agencies in order to make their utilization possible, while there is also a framework of ambiguity in relation to their characteristics.
However, the General Secretariat of Public Property of the Ministry of National Economy and Finance singled out hundreds of properties that can be used, even proceeding to announce a tender for the selection of a technical consultant. It will be the consultant’s job to promote to capitalize on the specific moves, as well as select others from the database.
The competition for real estate
As stated in the tender notice:
- The Real Estate Registry (M.A.P.) is an application that is part of the “Digital Services of Public Property and National Endowments” and is used by Public Bodies to register all their real estate.
- The number of properties registered in the M.A.P. (mostly in the years 2013–2014 and then with patchy updates) is 365,853, but is estimated to be fictitious as there are duplicate or triple entries. Taking into account the need to exploit public properties for the purposes of housing policy, 447 properties were identified, following an analysis with specific eligibility criteria by the Ministry of Finance and the ETAD.
- The objective of the technical consultant’s work will be to improve the quality and completeness of the minimum required data of the properties in question in the M.A.P. to support the correct application of the specific criteria proposed by the political leadership for the exercise of housing policy and the identification of a greater number of properties as soon as possible, in order to defend the public interest.
- The technical consultant, who will receive a fee of 37,200 euros, will undertake:
- The investigation and finalization of the already available data of the 447 properties that have initially been identified for the purposes of housing policy, as well as the coordination and monitoring of the next actions to confirm their suitability (technical and legal audit).
- The investigation, processing and analysis of the real estate data registered by the Ministry of Internal Affairs, in addition to those included in the ETAD register, in order to identify the multiple entries of the same property, the missing data.
In the same direction of the effort to solve the country’s housing crisis, the General Secretariat of Public Property Management is also moving forward with a new model of management and supervision of the capital of charitable institutions and endowments supervised by the Ministry, which amounts to approximately 1.120 billion euros . A special law-making committee is already operating, which is working on amendments to the law on public utility properties, with the aim of modernizing it and introducing innovative practices. In addition to the cash, there are also many properties in the unclaimed state. All of these will therefore be evaluated and evaluated as to whether and to what extent they can contribute to solving the housing crisis.
The housing crisis in numbers
At the same time, the housing crisis is affecting more and more people in Greece. Citizens’ demand for accessible housing (for reasonably priced rental or even property purchase), is part of the broader concern about the accuracy and high cost of living.
It is characteristic that apartment prices, according to data from the Bank of Greece (BoG), increased further in the first quarter of 2024 by 10.4% on an annual basis, after a continuous increase for seven consecutive years, marking a cumulative increase of 66.4% from the third quarter of 2017.
The research also calculates the changes in the value of the most expensive and cheapest average houses in relation to the basic salary (830 euros) and the average salary according to the data of the annual report of ERGANI for 2023 (1,250 euros).
In the areas with the most expensive average housing, it turns out that their value increased in 2023 by 2.8 years of work for someone receiving the basic salary and by 1.9 years for someone receiving the average salary, according to ERGANI. Correspondingly for the cheapest areas, 8 months of work for someone working on the basic wage and 5.5 months on the average wage.
The government has focused on a “My Home 2” type program, however it is beyond obvious that this is not enough to deal with this huge problem, as shown by POMIDA’s position and it remains to be seen what Prime Minister Kyriakos will announce Mitsotakis from the podium of the 88th TEF.
