/ world today news/ “The parliamentary groups of BSP and ABV collected the necessary signatures for referral to the Constitutional Court on the bill for the ratification of the debt worth BGN 16 billion”. This was announced in the National Assembly by the Deputy Speaker of the Parliament Yanaki Stoilov from the BSP.

In order to be referred to the Constitutional Court, 48 signatures were needed, while the BSP has only 39 people’s representatives. Until recently, the only other deputy who had signed the signature was the independent Velizar Enchev. Despite the request of ABV leader Georgi Parvanov that his formation would support this signature, this did not happen for a long time, and the two parliamentary groups blamed each other on the subject, BGNES points out.

“In the coming days, there will be an opportunity to submit the signature to the Constitutional Court”Stoilov said. According to him, the matter is very serious, the reasons are detailed and, according to BSP, the request should be considered, and then the court should rule on the merits.

When asked what happens if such a decision is overturned by the Constitutional Court, Stoilov commented that the court’s decision will be valid for the future and that money that has not been withdrawn will not be able to be issued as debt.

Asked if ABV’s support is a signal that there is a possible interaction between the two formations in the local elections, Stoilov pointed out that there will probably be additional talks between the leaders of the two parties.

“It was important for us to see that on such an important issue, interaction is possible since it is a question of national interests,” Stoilov pointed out.

Earlier in the parliament, Rumen Gechev commented that, according to him, the Constitutional Court should rule in favor of the appeal, since no one authorized the Minister of Finance to sign such an agreement.

“The scandalous thing in the whole matter is that he signed a specific number – not “up to BGN 16 billion”, but exactly BGN 16 billion. We will want them to return the money that was given to the intermediaries”he added. According to Gechev, whatever the Constitutional Court decides, the mediators will get their money, which is not little.

“I would plead with the Minister of Finance and the experts to reach into their pockets and pay.” he said. According to him, it is unheard of and there is no such practice in which agreements are concluded with debt issuance intermediaries for more than one year. “Every year Poland, the Czech Republic, France, Italy, etc., announce tenders, in which they act as intermediaries and win them”he explained.

The BSP MP recalled that GERB has a very bad practice with the Constitutional Court, as they have over 130 texts returned by it in the previous administration. “Anyone can fail once, twice or five times, but over 130 texts is too much”he pointed out.
