To improve the quality of education in the four regions, the Regular State Education System (SEER) will strengthen literacy and mathematics at all educational levels, from preschool to higher education.

The department explained that reading allows for the creation of new neural pathways and writing allows for clarity of thought; in addition, to have effective writing, active reading is required.
While mathematical skills will allow students to solve problems, both those seen in class and in everyday life, SEER has teachers trained and prepared to apply and promote these areas of knowledge in the classroom.
