When the coalition of KO, Third Way and the left took over in the middle of December last year, they submitted a draft budget bill for 2024 to the Sejm. Donald Tusk and his ministers did not introduce many changes. The draft budget for 2025 is the first one prepared by the current Minister of Finance, Andrzej Domański, and prepared during the excessive deficit procedure. On Monday, August 26, the leaders of the organizations that form the government coalition are going to meet to discuss the state’s financial plan for next year.
However, the government does not intend to make cuts in social programs or give up pay increases for selected social groups. However, these will be low. Details will be presented this week at a meeting of the Council of Ministers. This is an initial project that will first go to social partners – employers and trade unions, where it will be consulted. The government must accept the project and submit it to the Sejm before the end of September.
Although the details are shrouded in secrecy, the first information is already there as to who can expect more money next year. The list includes, among others: seniors, but also thousands of budget and uniform workers.
Budget 2025. Index of pensions and annuities is the bare minimum
The government has already adopted a regulation that specifies the method of indexation of pensions and annuities in 2025. The percentage increase and the minimum rate allowed by the regulations – ie with the rate of inflation and 20% actual wage increases. The forecast assumes that the index calculated in this way will be at least 6.78%. If it works, the minimum pension, which is currently PLN 1,780.96 full, will increase to PLN 1,901.71 full. The thirteenth and fourteenth grades would be the same. The cost of such an index and the payment of dividends would amount to approximately PLN 28 billion. The table presents calculations of how pensions and annuities could change from March 2025, when the index is made.
Widows and husbands with larger payments. Widow’s pension comes into effect
On July 1st, an act will come into force which provides payment for what is known as the widow’s pension. This will allow you to combine your pension with the pension of your late spouse. You get one bonus at 100%, the other at 15%. The sum of the two benefits will not exceed three times the minimum pension (next year it may reach PLN 1,901.71).
Applications for widow’s pension can be submitted from 1 January 2025, but the first payments will only start from 1 July. Next year, the state will have to find up to about PLN 4 billion for this purpose. On average, a widow or widower will receive around PLN 360 in full per month from a widow’s pension – according to ZUS calculations.

The draft budget law does not directly regulate the minimum wage, but its amount is determined by the government. And it is certain that the national minimum wage will rise from January 1, 2025 from PLN 4,300 to PLN 4,626 full. There will be only one increase – the government estimates that inflation will not exceed 5% next year.

From 1 January 2025, the income criteria for social assistance will increase. For a single person, the threshold is PLN 1,010, and for a person in a family – PLN 823. The amount of cash benefits paid under social assistance also varies. And so:
• financial support for independence will increase by PLN 229 (from PLN 1,837 to PLN 2,066),
• the maximum permanent benefit will increase by PLN 229 (from PLN 1,000 to PLN 1,229)
• the minimum amount of monetary benefit for maintenance and covering costs related to studying in Poland for foreigners who have received refugee status, sub-residency protection or temporary residence permit in the Republic of Poland will increase from PLN 721 to PLN 950, and the maximum amount in this respect will increase from PLN 1,450 PLN to PLN 1,679.
• the income from 1 ha conversion will be increased by PLN 114, from PLN 345 to PLN 459.
Promotions for the public sector. This is how wages could increase in 2025.
In the assumptions for the state budget, the government assumed that the budget salary would increase with inflation – ie 4.1%. However, employers and trade unions agree that this is not enough. Employers offered 10 percent. increase in wages of people working in public works and trade unions – 15%.
Finance Minister Andrzej Domański expressed hope that salary increases in the public sector will be firmer than initially expected. According to the findings of “Fakt”, where wages are close to the minimum, the increase will be up to 7.6%. up 7.8 percent With higher wages, salaries are to be increased by 4.1%. However, the final solution can be found in the draft budget law.
Teachers should earn more. Increase in 2025
It was originally planned to increase teacher salaries by 4.1%. However, the Minister of Education, Barbara Nowacka, asked the Ministry of Finance to find money for bigger increases – 10%. This is much less than this year – teachers’ salaries increased by 30%.
Here’s how teacher pay may vary based on promotion level (total base salary without benefits):
• a beginner teacher without a professional advanced degree could – at the moment PLN 3,675 full, about PLN 367 per month,
• a designated teacher currently receives PLN 5,057 in full, with an increase he would receive approximately PLN 500,
• a qualified teacher currently earns around PLN 5,915, with an increase he would receive around PLN 590.
The Ministry of Education also wants to increase the operating allowance by PLN 400.
The uniform will have an advantage. The government expects such an increase in 2025.
Police officers, firefighters, border guards, soldiers, State Defense Service and National Tax Administration officials can also be assured of pay increases. It was initially expected that the increase in their salary would be equal to the entire budget sector – ie 4.1%.

The salaries of judges and prosecutors depend on the average salary. This increased by 14 percent. and these two social groups can expect such an increase. This will be felt especially in the pockets of the judges of the Constitutional Tribunal, where they earn a lot anyway. According to the rules, the salary of such a judge is 5 times the average salary. For example, Krystyna Pawłowicz, Bogdan Święczkowski and Stanisław Piotrowicz currently earn PLN 38,000. PLN 18 full per month. Next year it will be 40,000. PLN 192 full per month. That’s nothing, the salary of the President of the Constitutional Tribunal will also increase. Currently, Julia Przyłębska, in addition to the judge’s salary, can count on an official allowance. Today it is 8 miles. PLN 406 full per month, and from January 1 it will increase to PLN 9,000.
