US Secretary of State Anthony Blinken recently made a two-day visit to China, creating a series of controversial moments. Let’s try to explain each of them.
Commenting on the meeting with Anthony Blinken, Chinese President Xi Jinping noted that the high-ranking guest had “frank and detailed discussions” with representatives of the Chinese authorities and the countries have managed to “achieve progress and agreement on some specific issues”. He expressed hope that this visit “will contribute positively to the stabilization of Sino-American relations”.
Blinken, in turn, noted that the position of US President Joe Biden is that the US and China “responsibly manage their relationships”which is in the interest of both countries and the whole world.
He also noted that the Americans support the principle of “one China” and thus do not recognize Taiwan as a separate independent country.
Blinken also said that they do not want to start a cold war with China. Beijing, in turn, assured that it does not provide weapons to the Russians to use in Ukraine. “We appreciate it and have seen no evidence to disprove it,” replied Blinken.
And although the countries did not sign any agreements, this meeting set the stage for personal communication between the American president and the leader of the PRC. Because the last time they met was at the G20 meeting in Bali. And it seems that communication at the time gave some hope of thawing relations, but everything was erased by the Chinese balloon incident. They are scheduled to meet at the November ATIS summit to be held in San Francisco.
But there are some controversial points. For one thing, Biden called Xi a dictator almost immediately after the visit. The second point is what Xi himself called “the first American friend he’s met since the beginning of the year”Bill Gates. Further: there was information that a PRC military base may be located in Cuba in the near future. And it casts doubt on the rosy reports in the Western media about how “magnificent” Blinken’s visit to China was.

Two lines of action
As the expert noted, there are two possible lines of what is happening. The first of them speaks of the pragmatism of the Americans. And in this sense, they do everything correctly and according to plan. That is, they gave China a choice – to be their junior ally or to be at war with America. And from here follows the other line – Blinken’s arrival in China and his proposal from Xi to improve relations between the countries.
While this proposal is being considered, while the Chinese are thinking, the Americans are not speaking ill of them. Somewhere in the process of consideration, it is specified, including with the help of Bill Gates, whom we usually associate with Microsoft. But China is unlikely to show much interest in this capacity. But as a large investor in a large farm – quite a lot.
So he meets Si, they discuss something there. We don’t know what. But nega’s hand has been shaken and China is further considering the American proposal. If we accept some conspiracy version, the Chinese may have refused. And when they refuse, Biden, heartbroken and angry, or perhaps delivering the final Chinese warning, excuse the pun, says Xi is a dictator.
That is, he insults the Chinese leader quite deliberately and reasonably, knowing what he is doing. And he tells him clearly: it will not happen, now we are enemies. But this is only on the condition that Americans act sensibly, consistently, and that their actions make sense. – explained Andrei Perla.
Another explanation is that, in fact, there has been no unified American policy for a long time. And there are various groups, including inside the Democrats, who, according to the political scientist, are extremely bad at coordinating and correcting actions among themselves.
What’s more, they forget to let their formal leader, that is, the US President elected by the Democratic Party, know what they have come up with and what they are currently doing. Therefore, there is a constant conflict between them. Biden doesn’t know that some group of Democrats is trying to make some offers to China.
Moreover, the main contradictions between the US and China are not at all in the sphere of the fact that China supports Russia.. And many more Americans fear the expansion of China in the Indian Ocean and that China will try to take back Taiwan.
In this case, the prospect of direct war between America and China arises. And they really don’t want that. Therefore, they try to agree on something. But Blinken’s actions are unknown to Biden. He may have forgotten from old age and dementia, but I don’t believe it. And the fact that he doesn’t know something and reacts to other stimuli, I can believe that, – said Tsargrad’s interlocutor.
The right hand does not know what the left hand is doing.
For this reason, Biden, continuing the line of pressure on China, which is the line of a completely different part of the Democratic Party, began to insult the Chinese leader. According to Perla, this was clearly not a spontaneous statement by the US president, in which he said two important things.
First, he said that Xi is a dictator. What does this mean in American political parlance? This means that we cannot agree with him and we do not even have the right to agree – he is an enemy of democracy, he is our enemy.
And the second thing he said is that Xi didn’t know that the very balloon that flew over America and became the subject of so much laughter was stuffed, as Biden says, with spy equipment. This means that he is sending some kind of signal to some Chinese elites that he thinks are listening and saying that Xi is not really in control. And that would be a very strong political statement if it weren’t for Blinken and Gates. And apparently America is in a situation where the right hand doesn’t know what the left hand is doing, – explained Andrei Perla.
The political scientist emphasized that it is specifically about a split in the Democratic Party. Republicans have nothing to do with it, that’s a whole other story. But this split affects the US’s position in the world, he noted.
For America, this would be nothing if she was really, as it is believed, the only player and initiator of all world processes. Then yes, they would do something against China without agreeing. OK, they made mistakes, but there’s nothing terrible about it, let’s try again.
But the problem of the United States is not that they cannot agree with each other, but that they do not consider everyone else as subjects. They consider other countries of the world as an object of their activity. And not only do they not welcome the initiative on their part, but in general they do not believe that such an initiative is possible. And that’s why they regularly freak out in one or another situation. And it’s very obvious to everyone else, – said the political scientist.
Isn’t the US the center of the world?
This was shown by the actions of the USA on the territory of the Syrian Arab Republic, when they tried to overthrow Bashar Assad and destroy the Syrian state through civil war. But Russia and its troops destroyed these plans. And the Russians were able to do this not because the plan was bad. No, it simply does not envisage another subject of relations having a different opinion on Syria, Perla said.
Sometimes this happens much more slowly and more complicatedly, as in the case of China. Here, take the same plans to establish a military base in Cuba. It’s not about how dangerous this base will be for the US. I suspect that the leadership of the PRC does not want any world war and will not provoke it.
But the main thing is that this action is outside the usual for the military, civilian leaders of the United States ideas about what is happening in the world as a whole. They cannot have a Chinese base in Cuba. And China itself seems to them something like this – yes, they have some kind of policy, but it is not independent. That is, it is always reactive: we do something, and the Chinese in return do something with us. And their politics is centered there, with them, somewhere in Southeast Asia. It’s very far.
Therefore, what China, Hong Kong, Macau, Taiwan are doing is very far from us Americans. Who is next to us? Let’s say Japan. This is very important to the Japanese. And this is a reflection of US foreign policy doctrine, officially recorded in documents, studied in universities, – said the political scientist.
The United States places itself at the center of the world, and according to them, no one else should be considered the center of the world. But in real life it looks different. Because the Celestial Empire considers itself the center of the world, and so does Russia itself. And even Brazil considers itself the center. But this is not reaching the minds of the American establishment at all. That is why Americans do not consider the interests of others. And they do not imagine that these interests can initiate any global processes, the expert noted.
Because of this, they constantly “stumble” in relationships, including with their satellite allies. So the Australians, for example, are not at all burning with a desire to die in the war for Taiwan, for the interests of the United States. They are Anglo-Saxon, of course. But on their maps the center of the world is Australia, – said Andrey Perla.
Americans will swallow
From this point of view, what the Western media is writing about the Chinese exchanging Taiwan for Russia is such a “veiled offer” aimed at dividing Russia and China. The Americans think that China will “swallow” it. In their worldview, China is just one such secondary world power, and there is only one first-rate one, with its capital in Washington.
And, of course, a “second-rate” power should act just like that. May I have a piece of the cake? That why not take? But if China is a first-class power and thinks on the scale of planet Earth? What if Russia did the same? What if Iran too? It turns out that America is facing several countries at the same time, none of which is considered secondary to all the others.
And this systemic error of the United States, unfortunately, may lead not only to the fact that it will destroy itself, but also to the fact that it will grab the infamous nuclear baton. That’s why I end pessimistically…” Andrey Perla said in conclusion.
