“Miners hold the stability of the energy system in their hands, they are the foundation that cannot be shaken,” he said on the eve of Miner’s Day.

“I congratulate them on their professional holiday and thank them for being people of strong character and, despite all the changes and difficulties, very well aware of their responsibility not only to the mines, but also to our country. I wish them health and conditions for higher yields,” said Dragomir Stoynev, who is also a former energy minister.
Stoynev, who is a former energy minister, expressed his concern that the procedures have not yet been announced, and only the BGN 800 million loan that BEH should take is being talked about. With it, the vicious cycle of indebtedness should be uncorked and the settlement with the two American TPPs in the complex should begin.

According to him, the situation opens up the important topic of how BEH is used to stabilize the energy system. There are still voices about its disbandment. But BEH can be a very good tool in the overall strategy for balancing the system, if the ministry and the holding prepare a package of measures. The state must step into its role and put order in the payments along the chain in the energy sector so that the funds reach the first in the chain – the miners, believes Stoynev.

Stoynev also commented on the “Kalfin reform” and its effect on miners. According to him, it means more difficult acquisition of the right to a pension, at a higher age and with higher requirements. The good thing about it is that it categorically establishes the possibility of early retirement for first and second category of work, but the pitfalls are much more. “The new Social Security Code foresees a gradual increase in the age required for acquiring the right to a pension. From next year, it will increase to 55 for men and women in the first category work and 60 for men and women in the second category of work. Before the reform, men retired at 47 and women at 52, and the sum of age and length of service was 90. With the changes, this early retirement will only apply to the people who acquired their seniority until 31.12.2015. For the rest, the right to a pension will be at a higher age each following year,” explained Stoynev. According to him, this is a very heavy restriction and the most damaged will be the first category of work.

Stoynev, who headed the Social Commission two parliaments ago, also sees another serious limitation. “If they have acquired the right to a pension under a reduced regime because they have been laid off due to the closure of the enterprise, part of the enterprise or the state, miners are prohibited from entering into an employment contract for work under the conditions of the first category of work. This ban applies either until reaching the retirement age for the first category or until reaching the age for receiving the right to a pension from the professional pension funds,” believes Stoinev. According to him, the goal is clear – not to allow laid-off miners who have acquired the right to a pension to return to work in the mines again.
