/ world today news/ The dismissal of the executive director and board member of the NDK, Miroslav Borshosh, is quite correct, but rather late.
This should have been done 1 year ago during the failure of the NDK, when Tomislav Donchev received the reports of the palace for 2015-2016. In these reports, it is noted that for the first time in the 35-year history of the NDK, a net loss was generated in 2015 2016 – BGN 9,270,000, in 2016 – nearly BGN 10 million. In this situation, it is obvious that the management of NDK is not doing well professionally.
Of course, Tomislav Donchev asked for an explanation, and then Miroslav Borshosh wrote him a letter with various reasons for which a lot of money was spent, which has nothing to do with the preparation of the building for the Bulgarian Presidency in 2018.
Other changes were invented in the architecture of the building, which changes were not agreed in advance either with the owners of the rights to the architectural project of the NDK, nor with the municipal architectural office for direction, architecture and urban planning. Even then, there is a letter from the director of this office, where it is said that all these changes that are being carried out are in violation of the Law on Territorial Planning and are not approved because the legal conditions are not respected. The only candidate who appeared for a public contract and won for the “modernization” of the National Palace of Culture and Sports is an architect, who two weeks ago the Chamber of Architects deprived him of the right to exercise the architectural profession for a year, due to a gross violation of the ethics of the architectural profession. Miroslav Boršos relied on this architect, despite the two warning letters, as early as 2015 from the Minister of Culture Vezhdi Rashidov and from February 2017 from the Acting Minister of Culture Rashko Mladenov, that radical costly renovations cannot be carried out in such a significant state building changes in violation of copyright. All this leads to a large increase in the cost of repair preparation. The amount swelled, if I’m not mistaken, from BGN 17 million to BGN 45 million, and it is not known whether it is the final amount. At the moment, if the new executive director urgently addresses the specialized organization Archdevice, which takes care of compliance with the copyright of architectural projects, there is still an opportunity to save the failure and save many tens of millions of BGN.
Another explanation for these large losses is the fact that in the last years under the leadership of Mr. Borsos, there was a complete absence of congress tourism – something for which it is known that for 20 years the NDK was completely self-supporting, without any financial support by the state and was named the world’s number 1 convention center in 2005 and number 2 twice in 2003 and 2010.
