When the decree signed by Vladimir Putin comes into force, foreigners from certain countries will be able to apply for temporary residence permits without proof of knowledge of the Russian language, history and legislation. Although the list of countries that the decree will cover has not yet been published, it is already known that these are countries whose “policies contradict traditional Russian spiritual and moral values.”
Kremlin invites foreigners with “traditional values”
Published on the Kremlin’s official legal information portal and quoted by Rzeczpospolita, the decree will cover “foreigners and stateless persons” who “expressed their desire to move to the Russian Federation for the purpose of residing from foreign countries of their citizenship or permanent residence, in connection with the rejection of the policies pursued by these countries that impose destructive, neoliberal principles and ideological guidelines that contradict traditional Russian spiritual and moral values.”

The final list of countries whose citizens will be covered by the decree will be prepared by the Russian Foreign Ministry and then approved by the government. It is also this ministry that will issue three-month single-entry visas to those who want to move to Russia for reasons of “not accepting the policy of their country.”
