/ world today news/ After GERB’s crushing first election loss, political sociologists predict that there will be a change in the eight-year administrative status quo in Bulgaria, interrupted for only two “Oresharski” years.
It was assumed that the caretaker government of Prof. Ognyan Gerdzhikov, with targeted inspections for legal and financial violations, which are present in almost all departments of the state government, will contribute to a significant reduction in the number of GERB deputies in the new parliament, after the elections on 26 March of this year
Surprisingly, however, many more scandalous occasions for revisions and inspections were omitted, either by accident or by design.
This is the case with the second symbol of the capital – the National Palace of Culture.
Already in 2010, the then regional minister Rosen Plevneliev submitted to the government a proposal to withdraw two floors from the state public property “NDK”, a status that protected it during the years of the so-called transition from privatization, and their transformation into state-owned private property, to be transferred at the disposal of the regional governor, Danail Kirilov. Said, done. The former BSP member immediately helpfully provided these two floors with a total square footage of over 1,000 sq.m. to the needy client “PP GERB”, against the paltry rent of 4 euros per sq. m. The minimum rent for this building is 16 euros per sq. m. Of course, this helped this honorable regional governor in his career development, because in in the last parliament he was already elevated as chairman of the legal committee.
With this management decision, GERB received two completely independent, extensive floors with four state-of-the-art elevators and the use of an unlimited number of parking spaces. With this, the PP GERB repeatedly surpassed the historical BSP, which until 1990 had only one three-room office for Todor Zhivkov in the NDK.
In 2011, the then Finance Minister Simeon Dyankov completed the attack on NDK and all state public property became private property.
Immediately after the “Borisov 2” government came to power, the ambitious GERB activist Miroslav Borshosh was appointed executive director. The “change agent” actually started by carrying out expensive permanent changes to the architectural appearance of the building, in drastic violations of both the Copyright Act and the prescribed public procurement rules. The remarkable thing is that even now in all the reconstructions already carried out, due to various violations, there is still no final approval from the “Architecture and Town Planning” Department. Also hidden from the general public is the fact that already in the first full year of Mr. Borsosh’s administration (2015), the NDK suffered a net annual financial loss of BGN 9,720,000, due to strange, costly transformations, but also above all, the complete absence of the lucrative international congress activity, which has brought the highest honors over the years, including the award in 2005 “Best Congress Center in the World”.
It must be admitted that, to the credit of the principal of the NDK, the Minister of Culture Vezhdi Rashidov, he strongly disagrees with the execution of these actions.
Instead of correcting the behavior of the NDK leadership, however, the government is changing the principal of the NDK. This is how Tomislav Donchev becomes. The obvious explanation is that since in 2018 representative events related to the Bulgarian presidency of the Council of the European Union will take place in the NDK, it will be appropriate for the principal to be the corresponding deputy. Prime Minister.
Money began pouring in on demand for major repairs, with the first 17 million managing to cover the losses. The public procurements for the general “modernization” of the building are being announced very quickly, completely ignoring the rights and opinions of the authors of the implemented project, which are valid according to the law of 1970. For this public procurement, only one architect candidate appeared for participation. L. Stanislavov, whose company was a tenant and partner of NDK.
Public information is that Mr. Stanislavov is known as a publisher of numerous small-circulation magazines, propagandizes the automotive industry in Bulgaria, but nowhere is there any information about the construction realization of his significant project. Of course, he also won another public contract, in which he was again a single candidate.
And now, however, appears at first glance the incredible behavior of the only member of the BSP in the caretaker government to Prof. Ognyan Gerdzhikov, the Deputy Prime Minister and Minister responsible for the preparation and successful implementation of the Bulgarian Presidency of the Council of the European Union, Mrs. Denitsa Zlateva. Instead to actively participate in the investigation of GERB’s highly vulnerable policies related to the NDK, such as changing its status, seizing and using two huge floors almost free of charge, the wasteful failure of the young deserving gerber, a favorite of some ministers of the Borisov 2 government, and a long list of legal and official violations with suspicions of obvious corruption, Ms. Zlateva does the following quickly and consistently:
1. By his order changes the leadership of the NDCbut instead of freeing from position the spendthrift executive and to recommend inspections by the DFI and the prosecutor’s office, it dismisses the chairman and the second member of the three-member board. A it was these two who sent alarming signals about the irregularities taking place in the National Palace of Culture.
2. By another order, he makes changes in the interdepartmental working group for carrying out and controlling the repairs in the National Palace of Culture. Instead of replacing Borsos himself as the chairman of this group, with a representative of the author’s architectural project realized in 1981 and thereby save many unexpected surprises when destroying ceilings, walls and floors, the only two representatives of the Chamber of Architects are removedone of whom is also a member of the original team of authors of arch. Alexander Barov. And the two have repeatedly reported the violations in writing.
3. To solidify and formalize its support for M. Borsos as an executive director and its important business partner, she appeared together with him in the National Palace of Culture in front of invited ambassadors of European countriesbut of course not in the destroyed 7th and 8th floors. Only selected media were invited to the meeting so that there would be no awkward questions /for example, how many more millions will pour into “this bottomless land”/.
After this publicly advertised close partnership, the logical comments and questions began: how many million BGN will still be provided to Mr. Borsos and whether this is an individual and personal behavior of an ambitious minister, or is it actually the beginning of what has been firmly denied until now, but possible post-election rapprochement of BSP and GERB!?
