“The 2016 budget is a budget of social mutilation. He nailed Bulgaria as the most miserable and poorest country in the EU. A budget that does not include active policies for the labor market”. This is how the deputy chairman of the PG of BSP LEFT BULGARIA and spokesperson of the left Atanas Merdzhanov defined the budget adopted in the first reading for next year in Yambol. According to him, the budget was discussed already in the summer, but the real intentions of the rulers were revealed a day after the first round. As an expression of this, he defined the spontaneous protest of the policemen, who were surprised to learn about the cut social rights and payments according to the new budget.
Merdzhanov recalled that despite the declared statements of the Prime Minister, that there was an increased collection of over 700-800 million BGN, close to a billion, it turned out that there were losses that were not foreseen in the 2015 budget. “What’s more – the adoption of the 2016 budget was practically a failure for the implementation of the 2015 budget policy. Why? Because it included the 2015 budget update, and it’s clear that once the government has to update the budget, it means they’ve miscalculated. That they did not foresee the costs reasonably and did not collect the necessary funds for the needs of the state treasury”, explained Merdzhanov. He emphasized that this budget is in no way oriented towards active working people.
Atanas Merdzhanov recalled that on Friday the leadership of the parliamentary group of the left met with the leadership of the KNSB and their opinion on the budget was also sharp and categorical – disagreement. According to him, tomorrow is the next social protest of the people from the museums and galleries, which are badly damaged. According to him, despite the increases in teachers’ salaries, a difficult picture is emerging in education, where the budget has been reduced. Merdzhanov argued with specific data: “The debt for education costs fell from 3.6% to 3.4%.” For health in the 2016 budget from 4.5% to 4.4%, defense and security in these troubled times from 3.7% to 3.5% of GDP, although additional funds are earmarked for defense, which will go to modernization . For economic activities, the reduction is by 1% – from 6.5% to 5.5%, and the share of social security is frozen, in fact it is not frozen, it is melted. And of course, the usual practice at such times is a new state debt of BGN 5 billion, with which the external debt structure practically swelled to 30% of GDP – cosmic numbers for our reality, unbearable for business and even more unbearable for the broad social strata of Bulgarian society”, explained Merdzhanov.
