Bolivia: Senate approves suspension of primary elections

Peace. The Senate of Bolivia approved on Wednesday, without debate and by majority in its first general reading, the bill that suspends the primary elections for the election of presidential candidates.

“The bill has been approved in its entirety, I request that it be read for consideration in its detailed format (paragraph by paragraph debate) of the sole article,” instructed the president of the Senate, Andrónico Rodríguez, to the first secretary of that legislative body, Benjamín Vargas.

The proposed legislation was put up for debate on Wednesday, after a lengthy session that began after 12:00 noon in Bolivia, and after its consideration was approved with a waiver of formalities.

This project, drafted by the Supreme Electoral Tribunal (TSE) in compliance with the agreements reached at the Inter-Institutional Multiparty Meeting for Democracy on July 10, has as its main objective the suspension of the primary elections in order to guarantee the judicial elections, already scheduled for December of this year.

The sole article states that the purpose of the law is to provide, as an exception, that, for the 2025 general elections, there will be no primary elections for candidates of the binomial, made up of the candidates for president and vice president.

“(…) Consequently, Article 29 (primary elections of presidential candidates) and paragraphs I and II of Article 51 (request for alliance) of Law No. 1096, of September 1, 2018, on Political Organizations, will not apply,” the document states.

Senators are currently debating the detailed treatment of the bill, which once approved will be passed to the Executive Branch for promulgation and entry into force.
