Director General of Human Rights (Dirjen HAM) of the Ministry of Law and Human Rights Dhahana Putra criticized the Pancasila Ideology Development Group (BPIP) issued a ruling abolishing the option of wearing the headscarf or hijab for members of the Pusaka Flag Raising Group (Paskibraka).

According to Dhahana, the order of the CEO of BPIP No. 35 of 2024 has raised public suspicion.

“Because this ruling has forced 7 Paskibraka women to choose to voluntarily remove the hijab, as we saw at the inauguration at that time. It must be admitted that this made people wonder why the Paskibraka uniform did not allow him to use the hijab,” said Dhahana in her press statement, Thursday (15/8).

Dhahana admitted that many organizations had contacted the Director General of Human Rights in response to the uproar caused by the BPIP decision. They explained Dhahana, they questioned the reason why Paskibraka was not allowed to wear it when they raised the heritage flag this year in the capital city of the islands (IKN). In fact, in the previous years, it was never a problem to wear the hijab for a Paskibraka woman.

“In our opinion, this type of policy should be carefully calculated so as not to cause bad assumptions in the public about the committee that will raise the Flag on August 17,” he said.

Dhahana believes that wearing the hijab at the flag raising ceremony at IKN does not go against the values ​​of Pancasila.

“In fact, the presence of Paskibraka who wears the hijab reflects the diversity or spirit of Bhinneka Tunggal Ika which is the philosophy of our national life,” he said.

He said that the wearing of the scarf by Paskibraka members in previous years was a good practice in granting human rights to women in the country. In addition, Indonesia has ratified the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) four decades ago.

“As a state party to CEDAW, the government is committed to eliminating discriminatory practices against women,” said Dhahana.

Finally, Dhahana believes that BPIP will sensibly respond to the pole regarding the lack of option to wear a headscarf for female Paskibraka at the flag raising event at IKN.

“We believe that the CEO of BPIP will sensibly listen to the concerns of the public and then reconsider this regulation eventually,” he said.

BPIP’s decision has drawn sharp criticism from several elements of society such as politicians and community organizations (ormas) such as the MUI and Muhammadiyah.

The head of BPIP, Yudian Wahyudi, said that the appearance of Paskibraka members who did not wear the hijab during their establishment and the willingness of the individual to follow the existing rules.

According to him, this was agreed to in a statement of willingness that had a stamp of IDR 10,000.

He explained that Paskibraka members only removed their headscarves when Paskibraka was founded and when the red and white flag was raised during state ceremonies.

“BPIP emphasizes that it does not force people to remove the hijab, the appearance of Paskibraka by wearing influential clothes and their appearance, as seen in the implementation of state duties, that is the establishment of Paskibraka, their voluntary work to maintain what is already there. rules,” said Yudian at a press conference, Wednesday (14/8).

Meanwhile, the Head of the Presidential Secretariat (Kasetpres) Heru Budi Hartono said that BPIP did not report to the palace regarding the order for the woman Paskibraka to remove her scarf at the inauguration ceremony of IKN, East Kalimantan, on Tuesday (13 /8).

“If I don’t report it,” said Heru at DKI Jakarta Town Hall, Wednesday (14/8).

If there is a report from BPIP, he said that the palace would accept Paskibraka’s female policy to continue wearing the hijab as she was during the election. But now, he said, BPIP has coordinated with the Secretariat of President Joko Widodo.

“The result is that the little girls have to wear the hijab as they registered, okay? ” said Heru.
