Low number of personnel in state public security institutions

At the end of 2023, state public security institutions registered 143,169 assigned people, which represented a drop of 37.17 percent (84,723 fewer people) compared to 2022, and was its lowest number of personnel since the 2010 record, revealed the National Institute of Statistics and Geography (Inegi).

The 2024 National Census of State Public Security (CNSPE) detailed that three-quarters of the personnel assigned last year were men and only 27.3 percent were women.

Tabasco and Campeche had the highest rate of preventive police personnel per thousand inhabitants, with 1.5; followed by Nayarit, with 1.3.

For their part, the states of Mexico, Veracruz and Oaxaca concentrated 14.5, 8.6 and 5.8 percent, respectively, of the personnel assigned to state public security institutions, respectively.

As for the type of police organization, 111,478 people were assigned to police corporations. Of these, 77.8 percent belonged to the preventive police; 8.8 percent to the banking, commercial or auxiliary police; 6.4 percent to the traffic police and 7.0 percent to another type of corporation.

In 2023, state public security institutions seized 10,185 firearms. Of these, 5,738 (56.3 percent) were short; 3,750 (36.8 percent) were long; and 680 (6.7 percent) were homemade. In contrast to 2022, the number of seized short weapons decreased by 14.9 percent; while the number of long and homemade weapons increased by 53.1 and 81.8 percent, respectively.

Mexico City and the State of Mexico reported the largest number of firearms seized by state public security institutions (985 and 960, respectively). These two entities accounted for 19.1 percent of the national total.

Calls for help

Public security institutions in the federal entities received 60 million 531 thousand 841 calls through the 911, 089 and other emergency telephone systems.

Of the total, 23.7 percent (14 million 359 thousand 746) were incoming; 74.6 percent (45 million 172 thousand 110) were incoming; and 1.7 percent (999 thousand 985) corresponded to another type of call. Compared to 2022, incoming calls in the different telephone systems decreased in the 911 system by 9.2 percent; in the 089 system by 7.4 percent; and in another system, it increased by 12.9 percent.

The most frequent type of emergency incident reported by the 911 system was aggressive person, which decreased by 0.5 percent compared to what was reported in 2022; but domestic violence increased from 510 thousand incidents in 2022 to 570 thousand incidents.

In the reports of people made before the civic justice authority, 320,273 alleged civic infractions were recorded. Regarding the type of infraction, 31.7 percent corresponded to generating scandals or noises that threaten the tranquility or health of people. Compared to 2022, the total number of alleged civic infractions recorded increased by 13.2 percent.

In the same period, 161,127 alleged crimes were recorded in the cases of people brought before the Public Prosecutor’s Office. Crimes against health related to narcotics in the form of drug dealing were the most frequent, with 35.6 percent. In contrast to 2022, the total number of alleged crimes recorded decreased by 12 percent.

Cybersecurity

During 2023, around 29 state public security institutions had cyber police units or similar units. These units carried out 194,099 cyber patrols and 18,829 cyber investigations. The main reasons for the requests for cyber investigations were fraud (2,773) and threats (2,710). Compared to 2022, cyber patrols decreased by 5.8 percent and cyber investigations by 31.9 percent.

Cyber ​​police units or state counterparts attended to 133,020 reports of cyber incidents. Of these, 46.7 percent (62,119) were received via telephone number (phone calls, SMS messages, etc.) and 32.2 percent (42,804) through social networks (WhatsApp, Facebook, Twitter, Telegram, etc.). 133,453 cyber incidents were recorded. The main cyber incidents reported were extortion and harassment, which accounted for 34.9 percent of the total. Compared to 2022, the number of reported cyber incidents decreased by 4.6 percent.
