Dreux Hospital 2030: the course towards reconstruction is maintained

Another crucial step to take to consolidate the file. The hospital center must be fixed in the summer of 2025 and will be able to move on to the concrete phase of a vast construction site.

This large vessel of about ten floors that dominates the city of Dreux and that can be seen from afar when arriving from Chartres, is holding its course in the middle of summer. The Dreux hospital is getting through this summer period as best it can “without having to close too many beds, without needing, for the moment, to recall staff who are on vacation and really need it.”

Hugo Montamat, the hospital director, is cautious. The relative serenity of the Dreux hospital “due to good organization” would be called into question in the event of an epidemic or heatwave: “We work under tension, permanently.”
This vast ship that never sleeps keeps a precise course: that of its reconstruction.

Whatever the profile of the Government…

The dissolution of the National Assembly on June 9, 2024 by Emmanuel Macron, the uncertainty maintained since July 7, 2024 around the future Government, do not undermine Hugo Montamat’s confidence in the future of the Dreux hospital. Whatever the profile of the future Government, the director wants to believe that the hospital reconstruction project will not be called into question.

If he does not make any political comments, we can also imagine that the re-election of Olivier Marleix, LR MP for Dreux against the RN is a relief: the MP has always affirmed his desire to support the case put forward by Pierre-Frédéric Billet, LR mayor of Dreux and president of the hospital supervisory board and Damien Stépho, PS mayor of Vernouillet and vice-president of the council.

But to obtain the 250 million euros needed for this reconstruction, the political climate is not enough; it is also necessary to convince the administration by giving guarantees of financial solidity and credibility of the establishment project.
Since the selection of three architectural firms by a jury of 18 members on November 14, 2023, the file continues to move forward.

“We have a new step to take, which consists of establishing a forecast activity, providing perspectives in terms of personnel management and bed capacity and of course proving our financial solidity.”

This new report must be presented to the ARS (regional health agency) around November 15, which will submit it to the Ministry of Health in early 2025: “It will be examined closely and it will not be until the summer of 2025 that we will have a definitive decision and that we will be able to launch the architectural competition with the three selected firms.”

The reconstruction that has become concrete should give new impetus to the Victor-Jousselin hospital center: “We of course have doctors and medical staff who are interested in this perspective and who could be motivated to come and work with us. But, for the moment, it is still too vague, notes Hugo Montamat.

He nevertheless emphasizes that new partnerships such as the one established with the ophthalmology center help to enrich the range of care offered to the people of Dreux. “We benefit from the arrival at the hospital of specialists who work at the Quinze-vingts hospital in Paris. In terms of ophthalmology, it is the best there is in France.”

Public/private collaboration has never scared Hugo Montamat: “It allows us to offer the best to patients, but also, for example, to purchase cutting-edge equipment.”

Improve the reception. Hugo Montamat is looking to improve the quality of the reception of patients and their relatives at the hospital. “We have set up a new legal department with the aim of responding to dissatisfaction. We need to improve the quality of reception, patient care and complaints handling.”
