“The pressure I put on KEVR made sense, because although they denied in their last decision, they agreed with my arguments that they are manipulating the numbers, resulting in the drastic increase in the price of water,” said Ombudsman Maja Manolova in front of bTV. The public defender explained that the Commission for Energy and Water Regulation /KEVR/ eventually recalculated the inflation correctly – for the period from the determination of the first price for the new regulatory period until the time of the increase, and not as originally from the beginning of the year until October .
As a result, in all 15 districts the price of water is reduced by 3 points – in Yambol, instead of 20%, water is increased by 17%, in Vratsa, instead of 13%, water is increased by 11%, etc.
“The other big problem is the dishonest use of another criterion by KEVR, namely the social affordability of the price of water,” Manolova pointed out.
“KEVR took the data from the higher research of the National Statistical Institute on the average monthly income of households. The difference between the two studies is 100%. I argue that if the data from the lower average monthly household income survey were taken, there would have been no water price increase at all in three of the districts. These are the regions of Montana, Kardzhali and Silistra,” the ombudsman said categorically.
Later in the day, she met with the deputy chief prosecutor and head of the Supreme Administrative Prosecutor’s Office /VAP/ Asya Petrova and the head of the Legality Supervision Department Viktor Malinov.
At the meeting, the decisions of KEVR of November 30 and December 15 of this year were discussed. and the grounds for contesting their legality before the court. Asya Petrova announced that the prosecutor’s office has already referred itself to the regulator’s decisions from November 30 and has requested the files from the commission on the price of water in the regions of Burgas, Yambol and Vratsa.
In the late afternoon, the ombudsman Maya Manolova sent an official signal about the illegal decision on the water jump to the VAP.
