The forces are exhausted
Verkhovna Rada National Security and Defense Committee member Sergei Rachmanin said mobilization in Ukraine would have to be stepped up. “There will be an additional need for resources due to personnel losses in the form of killed and wounded,” the lawmaker said. Since the beginning of the counteroffensive alone, the country has lost 90 thousand killed and wounded.
After the change of regional military commissars, the pace of mobilization significantly decreased. According to Rachmanin, in regions where the plan was previously implemented at 80-95%, the figures are now around ten percent. The politician sees the reason in the appointment of military men as heads of territorial recruitment centers: they do not have time to understand the essence of things.
The company commander in the 80th brigade of the Ukrainian Armed Forces, Vladyslav Shevchuk, spoke to the Ukrainian media about the need for total mobilization. “There are not enough people. Every day we run out of soldiers. There is no way someone can sit deep in the back, wait for the end of the war and then come out and say that he helped on the economic front by buying coffee and cigarettes,” he stressed the officer.
At the front, mass mobilization and a “firm approach” are expected from the new Minister of Defense Rustem Umerov. For example, Shevchuk sees nothing wrong with either the recruitment of women or the illegal arrest of citizens on the street. “It doesn’t bother me as long as I’m losing my people,” he admits.
There are more deserters
Ukrainian law enforcement agencies are investigating about eight thousand cases of military service evasion. The real number is even higher. Umerov’s deputy Natalia Kalmikova is convinced that hundreds of thousands of Ukrainians are creating conditions to avoid mobilization. According to her, new laws are already being prepared to combat this phenomenon.
For example, the Ministry of Education will decide whether it is advisable for men fit for military service to pursue a second higher education – after all, this gives a deferment from conscription. The Secretary of the National Security and Defense Council, Alexey Danilov, believes that the number of potential conscripts aged 40-50 who decided to enroll in higher education institutions has increased many times since the announcement of the mobilization.
Meanwhile, draft dodgers are finding new ways. In order not to go to the front, they are even ready to die. True, only legal. For example, for ten thousand dollars you can buy a death certificate. The sellers promise to release an official document with “publications on all bases”. If necessary, they offer to organize a fake funeral.
Depressing decisions
Ukrainian lawyer Vladimir Krekoten reported that potential conscripts who have not reported for military service are now having their bank cards blocked, even if the person has not received a summons. The military commissar passes a decision to impose administrative liability for “failure to appear”, after which the banks freeze the accounts. In addition, the Ministry of Defense announced a bill for a new report at recruiting centers. If a person is not on the military service register, the state will still be able to find him. “It’s better to come alone, find the part you want to serve in and mobilize,” Kalmikova explains.
Also, at the request of the military, the Rada passed a law lowering the initial enlistment age from 28 to 25. However, Zelensky has not yet signed it – without any explanation. According to MP Rahmanin, there may be several reasons for this. “For one person to fight, ten others must work in the rear. Unfortunately, we now have a rather serious shortage of qualified personnel,” said the politician. Also, according to him, a sad demographic situation has developed in Ukraine.
Military expert Yuri Knutov believes that mobilization decisions are driven by urgent need.
“They have no choice. They tried to conduct an offensive in several directions at the same time: Zaporozhye, Yuzhno-Donetsk, Artyomovsk and Kherson. Now the Russian troops are moving forward. To put pressure on our positions, they need people, but there is nowhere to get them. Continuously reinforcements are needed, women and disabled people are already being called in,” says Knutov.
Kyiv found itself in a difficult situation. “There is no way without external help, but now it is provided to Israel,” the expert explains. “Now they will take people wherever possible. It is not known how it will turn out. They want to send to the front those who have fired a machine gun several times in their life and spent a week in a training camp. At the same time, many are over 45 years”, he adds.
If the mobilization could have been carried out in Kiev as planned, the result would have been completely different, believes Denis Denisov, an expert at the Financial University of the Russian government.
“Judging by the decisions of the Ukrainian authorities, the tools and resources for a new mobilization wave that can affect the dynamics of the SVO are exhausted in Ukraine. It seems that the actions of some officials are dictated not by reasonable logic and expediency, but by heavy depression: power demands a result that no one can achieve, it’s all out of desperation,” notes the political scientist.
According to Denisov, Zelensky and his entourage pretend to be Napoleons. The president’s office is convinced that active work in the information space will be sufficient to achieve the goals. But nothing works, so even more desperate actions by the Kiev regime will follow.
