During a concurrent control service, the Comptroller General found that a portion of the equipment acquired for 11 faculties of the National University of Callao They are unused, damaged or incomplete, which could affect the quality and efficiency of the educational service.
According to the Concurrent Control Report N° 006-2024GG-OCI/0211-SCC, the university acquired technological equipment valued at more than S/ 2.6 million to guarantee the development of academic activities with high quality standards. Among them: 416 CPUs, 416 LED monitors, 257 speakers, 162 multimedia projectors, 182 ECRAM displays, 175 laptops, 75 multimedia displays (interactive), 75 professional webcam, 75 headbands, 75 USB active extension cables, 75 pedestal rack mobile and 75 rack for camera.
During the physical (selective) inspection carried out on February 8, 2024, purchased and unused equipment was found stored in the deaneries and other areas, such as: 75 web cameras, 75 web camera racks, 72 headsets, 49 projector racks , 5 multimedia screens (interactive) and 2 ecran screens. In some cases, those responsible indicated that said equipment was not installed due to floor work and classroom painting.
Damaged equipment such as an ecran screen and a multimedia projector were also identified, while in other cases connection accessories were missing (patch cord) so that interactive displays can connect to the Internet.
It should be noted that the lack of Internet signal (Ethernet) at the network access points of the Environmental, Mathematics and Fisheries faculties also constitutes a limitation for the connectivity of devices that require Internet access.
Electric system
Another adverse situation is that the electrical system of the existing infrastructure does not provide the appropriate technical conditions for the technological equipment nor does it comply with the applicable regulations, which could compromise the physical integrity of the users and the correct operation and useful life of the equipment.
Thus, the plugs of the multimedia screens and the outlets should be of the same model (schuko type) to neutralize a possible electric shock. However, the plugs of the screens are connected to universal type outlets, which do not have the ground connection present in the Schuko type outlets, therefore, such equipment is not connected to ground and, therefore, could put in danger. danger to the people who handle them, as well as damaging the screens that are valued at S/ 788,981, if an electric shock occurs.
Likewise, it is specified that the telecommunications cabinet and the multimedia screens are connected to the electrical network through the existing outlet circuits. However, in some cases, these circuits do not have differential switches that fulfill the objective of detecting ground leakage currents and interrupting the circuit, in case these currents are a danger to people or equipment.
The adverse situations identified in the concurrent control service were promptly communicated to the rector of the Universidad Nacional el Callao with the aim of adopting the corresponding preventive and corrective actions, within the framework of its powers and obligations, within the deadline. of 45 calendar days established for its correction.
