The Decentralized Administration is in open communication with the CoE for the “surgical demolition” of the arbitrary floors of the Cocomat hotel at 5 Faliro Street in Acropolis.
The project, as the head of the Decentralized Administration of Attica, Grigoris Zafeiropoulos, tells “OT” is quite complicated and requires special attention in its execution.
For this, as he explains, he requested the cooperation of the Technical Chamber of Greece as a technical consultant in the effort to find a designer for the preparation of the demolition study of the arbitrary floors, which is estimated to cost approximately 650 thousand euros. In fact, a related programming contract was signed in this direction last week.
According to Grigoris Zafeiropoulos, the conclusion of the planning contract with the TEE was necessary, since it is a “Special Project” due to the fact that the demolition in question is to be carried out in a part of a tall building, in the city center, which requires special experience and specialization, which the PE.HO.SCH Directorate does not fully possess. and “high priority”, due to the great proximity of the property (on Faliro Street 5 in W. Athens), to the Archaeological site of the Acropolis which is a World Cultural Heritage monument.
“The implementation of such a demolition (partial in an existing building)”, continues Mr. Zafeiropoulos, “has never been done until today, which makes this project extremely difficult both in terms of the planning part of the demolition as such, and as towards the part of its implementation, in relation to the location of the property under demolition within the residential fabric”.
In particular, with the relevant program contract, the Decentralized Administration of Attica undertakes:
(a) To provide the TEE with the necessary information it has at its disposal regarding the subject of the contract, as well as to facilitate it in gathering the necessary data and information for the implementation of the subject of this contract, making available to it any available her staff for his support,
(b) To provide TEE with the necessary information in a timely manner regarding organizational or administrative changes that affect the implementation of the assigned project,
(c) Cooperate with the TEE to inform the public, if required,
(d) To provide all necessary documents, as well as all possible assistance, when and where necessary, so that the specific project is implemented on time and in accordance with its planning, as well as the full financing of the project from its resources, amounting to in the amount of 20,000 euros plus VAT.
The role of TEE
TEE, on the other hand, undertakes the provision of Technical Consultant services in relation to:
(a) drawing up the Tender Documents
(b) the necessary works / actions related to the tender process, for the selection of a designer/contractor, (in order to draw up the study for the demolition of arbitrary parts of the building on 5 Faliro Street in the Municipality of Athens, owned by the company BLUE KEDROS S.A. E.A.P.) and
(c) any technical advisory service required in general, until the signing of the final contract with the contractor, in order to ensure the completeness of the implementation of the project, in particular at the level of timely provision of the requested services to the Decentralized Administration of Attica within the framework of the jointly agreed obligations, as well as the provision of technical advice on specialized technical matters, arising from the entire preparation and execution of the tender process, up to the final signature with the contractor.
The margin of six months and the seal
It is recalled that last fall the Council of Ministers decided to entrust the state agencies with the responsibility of demolishing the last two floors of the 10-story Cocomat hotel at 5 Faliro Street, which were deemed arbitrary, giving them six months to prepare the whole process.
It was preceded by the refusal of the owner company (Blue Cedar) of the Eumorfidis brothers to undertake the demolition citing the difficulties of the project.
A few weeks ago, the Ministry of Tourism proceeded to seal part of the hotel in execution of the relevant decision of the Tripartite Compliance Council of the Council of State.
However, it is possible that all of the above will be overturned in the event that Ble Kedros, the hotel’s owning company, obtains a positive court decision for it.
Its management has filed a series of appeals in a series of courts, arguing that the hotel together with the two disputed floors was built with a legal permit and a total cost that exceeded 11 million euros.
