POS: Ceiling on fees and commissions for transactions up to 10 euros – 2024-04-30 06:56:31

“Haircut” and ceiling for 3 years on fees and commissions on transactions up to 10 euros with cards via POS for small retail businesses such as convenience stores, bakeries, kiosks and taxis, “green light” to 4,000 businesses on the list of Teiresias to to be able to acquire “machines” and accept card payments as well as monthly traffic fees brings an amendment of the Ministry of National Economy and Finance which was submitted to the Parliament on the evening of M. Monday.

According to the new regulations:

1. For a period of 3 years, maximum commissions and charges are set for transactions worth up to 10 euros carried out with private debit, credit and prepaid cards. The measure applies to:

– Grocery stores and “mini markets”,

– Press agencies and kiosks,

– Books, magazines, newspapers,

– Smokers’ items, tobacconists,

– Bakeries,

– Cab,

– Nut and confectionery shops,

– Dairy shops,

– Dry cleaners,

– Shoe repair shops,

– Tailoring, clothing repairs/alterations

– Shops for sewing, knitting, especially fabrics,

– Various food stores, convenience stores, specialty stores,

– Various general merchandise stores,

– Miscellaneous shops (convenience stores),

Upper limits

The reductions in the limits of commissions and charges are valid for a period of three years from the entry into force of this as follows:

A) the maximum clearing commission charged to the merchant by the payment service provider may not exceed 0.50% of the value of the transaction.

B) the maximum interbank commission cannot exceed 0.10% of the value of the transaction for private debit and prepaid cards and 0.15% of the value of the transaction for private credit cards.

C) the maximum charge of the payment service provider from international card organizations may not exceed 0.10% of the value of the transaction.

The measure does not apply to joint-stock companies and businesses that have more than 3 card acceptance terminals, which they have received from the same payment service provider.

2. Green light for around 4,000 businesses unable to get POS as they have debts and are on the Teiresias list. With the new provision, until the end of 2025, payment service providers cannot reject a company’s proposal to draw up a contract for the services of accepting payment cards, providing POS terminals, etc. citing low credit rating or capacity of the proposing entity etc.. when the proposal includes adequate means of securing the providers’ claims. For each violation of the above, a fine of 1,000 euros is imposed by the AADE.

Traffic fees per month

3. Those who have immobilized their vehicles will be able to do Easter in the village by paying monthly traffic fees. Tomorrow, May Day, after the passage of the relevant provision by the Parliament, the AADE is expected to open the myCar platform through which vehicle owners have the possibility to remove the immobility of their vehicles and pay the amount of fees corresponding to the time period they want to re-circulate their vehicles. So if someone takes their car back on the roads for one month they will pay 1/12 of the registration fees, for two months 2/12, for 3 months 3/12 and so on.
