After the applicant applies for the assignment of compensation to the corporate branch of the state, an expert from the corporate branch of the state checks whether the applicant has an assignment fact or has applied for a payment assignment .
Upon receipt of information from the information system of the Ministry of Labor and Social Protection of the People of the Republic of Kazakhstan, confirming that the appropriate payment has been made or that a request has been submitted for the payment of compensation , the applicant receives a receipt confirming that the application has been accepted.
The expert of the corporate branch of the state that accepted the application examines the completeness of the package of documents accepted from the applicant for the assignment of compensation, as well as information obtained from the information systems of government agencies or organizations, making ensure the quality of the scanning. and compliance of electronic copies of documents with the originals submitted by the applicant.
If the applicant submits an incomplete package of documents or expired documents, the expert of the department issues a receipt confirming that he refused to accept the application.
Applications for assigning compensation are registered in electronic journals for registering applications from citizens for assigning payments at a branch of the state corporation.
The head of the branch of the state corporation checks the correctness of the calculation of the amount of monetary compensation, the execution of the draft decision confirms with the electronic digital signature of the branch specialist of the state corporation, after which the electronic document is transferred within three working days to the state corporate branches.
A branch of the state corporation, within three working days, reviews the received EMD and the draft decision, checks the correctness of the calculations and execution of the draft decision, and then send to the authorized body to assign compensation.
In this case, the draft decision is confirmed through the digital signature of the branch head of the state corporation.
After receiving documents from a branch of the state corporation, an expert from the (administrative) department of the organization is authorized to assign compensation within four working days:
– reviews (checking the correctness of the calculations, the quality of the scanned documents) EMD received from the branch of the State Agency with a draft electronic solution;
– returning the EMD with a draft electronic solution to a branch of the state corporation:
– if errors made by a state corporation are identified, for additional registration within five working days;
– if necessary, to verify the accuracy of the submitted document or to request an additional document – for additional registration within 30 calendar days.
Notification of the need to complete the document(s) for recruitment, indicating the reason, will be sent to a branch of the state corporation.
The State Agency, within five working days from the date of receipt of the notification that the document(s) is required for recruitment from the authorized body for the assignment of compensation, informs the applicant by sending SMS notification to the applicant’s contact. mobile phone about the need to submit additional documents within 25 calendar days from the date of receiving the SMS notification.
SMS notifications are recorded in the electronic SMS notification log.
A branch of the state corporation, when the applicant submits additional documents, again prepares the EMD.
If, within 30 calendar days from the date of receipt of the EMD with a draft electronic decision, additional documents are not submitted to the corporate branch of the state, the body authorized to assign compensation makes an electronic decision on the assignment of compensation based on the available documents or on refusal to assign.
Within four working days from the date of receipt of documents and draft decisions from the corporate branch of the state to the body authorized to assign compensation:
– an expert of the body authorized to assign compensation, with the correct execution of the EMD, confirms the draft decision on assigning compensation or refusing to assign it using an electronic digital signature and automatically sent to the head of the department (department) of the organization authorized to assign compensation;
– the head of the department (department) of the organization is authorized to assign cash compensation revisions (checking the correctness of the calculations, the quality of the scanned documents) of the EMD with a draft electronic decision and, if errors are identified , will return the EMD with a draft electronic decision to the state corporation department for additional registration.
If the EMD fully complies with the rules, the head of the department (department) of the organization authorized to assign compensation confirms the draft decision on the assignment (refusal to assign) money- monetary compensation through electronic digital signature and dispatch. it will automatically be to the head of the organization authorized to assign compensation.
When confirmed by an electronic digital signature, a notice of assignment (refusal of assignment) of monetary compensation is automatically sent to a branch of the state corporation.
At the same time, it is provided that the applicant has the right to file or express an objection against a preliminary decision to refuse to assign compensation in an administrative case not later than two working day from the date of receipt.
When a decision is made to refuse to assign compensation, the EMD, indicating the reason for refusing to assign compensation, is returned to the branch of the state corporation.
When the applicant indicates a mobile phone number in the application for assignment of compensation, a notification about the assignment (rejection of assignment) of compensation will be sent automatically by sending an SMS notification to the phone – applicant’s hand. SMS messages are recorded in the electronic SMS message log.
If the reasons for the refusal to assign compensation are eliminated, the applicant can apply again for compensation.
It is provided that, based on the decisions of the body authorized to assign compensation, the state body, within five working days, ensures that the sums of money assigned to the including the need for budget funds for payment, which is submitted. monthly before the 27th day of the monthbefore the payment month, to the authorized state agency.
