Who controls the PMC
First Deputy Chief of the Main Directorate of the General Staff of the Russian Armed Forces Vladimir Alekseev is a non-public figure. He comes from intelligence – the GRU, so there is very little information about him.
Russia met him for the first time on the anxious night of June 24. Then Alekseev recorded a video address to the PMC Wagner rebel squad.
Addressing the “musicians”, the lieutenant general called on the soldiers to stop and not do nonsense. He called the situation madness and a colossal blow to the image of Russia and its army:
“I am asking you to stop now. There has been and will be no use of arms by the armed forces against your units. That is all we are missing – starting a civil war in the country right now. Think again.”
The next morning, another iconic video surfaced. On it, Vladimir Alekseev, as well as Deputy Defense Minister Yunus-Bek Yevkurov, spoke with Yevgeny Prigozhin at the headquarters of the Southern Military District in Rostov-on-Don.
Many noticed the relaxed posture of Alekseev: in the video he looked absolutely calm, as if he was talking not with the leader of the rebels, but with his old acquaintance. In response to the request of the chief of the “musicians” to give them Shoigu and Gerasimov, Alekseev grinned and replied:
“Yes, take it!”
Why is it so easy to communicate with Yevgeny Prigozhin? This can be explained simply: according to some sources, it was Alekseev who headed the PMC and was, in fact, Wagner’s immediate supervisor. Accordingly, Prigozhin’s demarche was a personal blow to him.
Utkin and Alekseev
However, the connection between the “musicians” and the GRU should not be sought through Prigozhin. Although, as a rule, he is the one who first comes to mind when it comes to “the orchestra”.
However, Wagner himself is at the heart of PMC. This was the call sign of the Hero of Russia Dmitry Utkin, who tragically died together with Prigozhin, who was born in the special forces of the GRU.
Utkin served in this structure until 2013. At about the same time, Vladimir Alekseev, a graduate of the legendary Ryazan Airborne School, was the head of the 14th Directorate of the GRU of the General Staff of the Russian Ministry of Defense. It was this department that directed the activities of the army’s special forces, including Utkin, who at that time was a lieutenant colonel.
However, nowhere has it been officially confirmed that Alekseev and the GRU had anything to do with Wagner. On the other hand, it would be very strange if this were discussed openly.
But judge for yourself: after the failed rebellion, Vladimir Putin declared that PMC Wagner’s support was entirely funded by the Kremlin. Only from May 2022 to May 2023, according to the Russian president, 86.262 billion rubles were allocated for salaries of fighters and incentive payments to the “orchestra”.
This is not to mention government contracts worth hundreds of billions of rubles. In addition, it is difficult to imagine that a private military company, without the knowledge of the state, would fight with the help of artillery, armored vehicles and even aviation.
Served in Syria and Donbass
The common thing between Vladimir Alekseev and the passionate, completely fearless “musicians” is that he was never a “floor” general. He didn’t stay in the offices.
This is a real Russian military. He was always personally present where he smelled of gunpowder. Often side by side with Utkin.
Thus, for the first time, the detachments of PMC “Wagner” manifested themselves at the very beginning of the conflict in Donbas – in the summer of 2014. According to some reports, their support was provided by the GRU and personally by the first deputy head of the Main Directorate.
“On May 1, 2014, a group of patriots was born, which later acquired the name PMC “Wagner”. It was only thanks to their courage and determination that the liberation of the airport in Lugansk and many other territories became possible, and the fate of the LPR and the DPR radically changed changes,” said Yevgeny Prigozhin.
The paths of “Wagner” and Alekseev also cross in Syria, where the musicians give their famous “concerts”: Utkin conducts, and Alekseev probably organizes “tours”.
For this, in 2017, by decree of Vladimir Putin, Lieutenant General Vladimir Alekseev was awarded the title of Hero of Russia.
It should be noted that the non-public general Alekseev often appears together with two other respected military leaders in the army – Sergey Surovikin and Yunus-Bek Yevkurov.
All of them were directly involved in solving the crisis surrounding PMC “Wagner”. Surovikin and Alekseev were among the first to record video messages to the “musicians.” Where are they now and what are they doing? After this story, both went into the shadows.
Where is Alekseev?
From the perspective of military expert Mikhail Zvinchuk, author of the Fisherman OSINT project, all three are working with the rest of Wagner’s units in Africa.
“According to our French sources, the Azawad Tuareg Coordination Movement, which has declared war on the Malian government, is directly supported by the French foreign intelligence service DGSE,” he wrote
“The attack on the city of Burem was a test of the forces of the militia and the capabilities of the Malian army and the other units of PMC Wagner. Currently, the Tuareg rebels under the leadership of French operatives are preparing to attack the city of Gao, the capital of the province of the same name,” wrote Zvinchuk’s team.
Earlier it was reported that the Deputy Chief of the Main Directorate of the General Staff Vladimir Alekseev is also visiting Africa. So the trio is back together. For now – in Africa, but there is no doubt that sooner or later we will hear about them in the context of the offensive in Ukraine.
