The university council of the Universidad Nacional Mayor de San Marcos (UNMSM) unanimously approved, this April 16, to declare an emergency for the Dean of America due to the budget adjustment ordered by the Executive Branch through emergency decree 006-2024, a measure that greatly harms the academic and research development of students and teachers of this higher education institution.
The rector of San Marcos, Jeri Ramón Ruffner, explained that said norm, which establishes extraordinary measures in economic and financial matters for fiscal sustainability, budget balance and efficiency of public spending, published in the newspaper El Peruano on March 23, does not allow For example, national and international trips of the student community or commission of services of officials and servants.
This, specified the rector of the UNMSM, “limits internships, participation in conferences, forums, seminars, workshops that serve to exchange knowledge and receive training.”

“We have different functions. We look after young people who have high expectations of improving the country and contributing to the country. San Marcos is about to celebrate 473 years of creation and has given a lot to Peru and we see that, instead of supporting us, they suffocate us more and more and we cannot stay with our arms crossed,” he emphasized.

Ramón Ruffner also recalled that the Dean of America generates resources properly collected and, even so, the Ministry of Economy and Finance (MEF) has asked to execute the same budget for the year 2023 “by placing budget limitations and ceilings on us.”
“There is talk of free education and it is not understood that we work to make the big pocket of the State budget and, instead of providing us with supplies, laboratories, equipment and infrastructure, they are cutting us and suffocating us,” he emphasized.
