According to its own statements, the BMDV had previously created the legal requirements for this, and the KBA, for its part, had given the technical requirements for the use of i-vehicles to the registration authorities on ‘ specified date.

Why was the online service canceled on January 1?

The KBA, which manages the central register, had to respond because some municipalities did not meet the necessary IT security standards. According to the KBA, each registration authority had to prove that it complies with the minimum security requirements for internet-based vehicle registration. This was known to the federal states and the licensing authorities for a long time. The final version of the minimum security requirements was given to those involved last April so that the certification process could be submitted on time. “Authorities that do not meet these security requirements cannot use online registration with i-Kfz Level 4,” says the KBA. This applies to Bremen. State and local authorities have been told several times about the impending impact.

What is Bremen doing?

According to their own information, the Department of the Interior is considering changing the online procedure for registration and re-registration of motor vehicles to the new Bremen solution. It is currently being investigated whether the required inspection for the i-vehicle is still economical. Before a new process is implemented, it must also be tested and monitored. With the ongoing trial, it is not yet possible to say when the action will be taken. “However, the registration authorities are still able to act even after their internet portals have been deactivated,” the KBA said. The approval procedures are offline, which are carried out through communication channels in the government’s secure network, still there as before.

How does i-Kfz work?

What is required are vehicle documents, an online-capable ID card with activated eID function and PIN, a user account with “BundID”, a smartphone with “AusweisApp2” and an electronic proof of insurance. How long does the process take? When the “Tagesschau” tried it on itself, it took 40 minutes – but without success.
