The Ministry of Labor of Belarus announced that Belarusians may not be allowed to attend the republican cleaning day, scheduled for April 20 this year. The department emphasized that the main principle of employee participation in this event is voluntary, and as a result they, as a rule, take away part or even all the money received each day to the state budget.
To the Ministry of Labour explained, if workers on subbotnik work directly in their usual workplace, they must be provided with “healthy and safe working conditions” “as usual”. If workers on subbotnik are engaged in one-time work that is not related to their direct duties, outside their normal workplace, they must go through targeted training on labor protection that is specific your specific type of work.
For example, before planning work on company land, this instruction, as well as an examination of workers about their health status, should be carried out by the employer’s direct supervisor, and before work them on the territory of another group, with the work manager or an expert from that particular group.
In addition, the Ministry of Labor explained in which cases an employee may not participate in the subbotnik:
- if his health worsens due to a cold or other illness,
- without personal protective equipment (gloves or mittens, when working on the road – signal vests, when working on construction sites – safety helmets),
- if an employee is caught under the influence of alcohol or drugs,
- without adequate training, they will not allow an employee to perform work with increased risk.
In addition, it is the duty of the employer, as described in the section, “to ensure that the norms of lifting and moving heavy objects by hand” for women during the cleaning day ( for them the maximum is 7 kg), and also ensure that if there is equipment (tractors, excavators and other tools and equipment), to prevent equipment from colliding with workers or injuring them from moving parts.
