Mayor Hans Wiesmaier Addresses Challenges Facing Fraunberg in Citizen’s Meeting

    Under the new annual motto “Fraunberg faces the challenges,” Mayor Hans Wiesmaier welcomed around 100 listeners to the first of three citizens’ meetings at the Stulberger inn. “I am thrilled about the many ways we work together,” said the town hall boss, praising the commitment of the guests who wanted to find out first-hand about the most important projects and the situation in the community.

    Fraunberg – “Our tasks are becoming more and more numerous, with the administrative team we can currently just manage what needs to be done every day, but we definitely want to maintain our small size,” explained Wiesmaier. The community has a big task to overcome, especially with regard to the financial resources available: “We have to develop our future with less money than last year (see box). Without taking out loans it will be a real pull-up.” Despite exhausting all possible funding Schools and children’s homes in particular are still deficient facilities, but are “indispensable for our coexistence”.

    Industry: increase in assessment rates?

    This year, without taking subsidies into account, another 250,000 euros could be added to the capital budget, “but we actually only have around 45,000 euros left.” Fortunately, the income from trade tax is very encouraging, but the municipality will still have to think about increasing assessment rates. A constantly growing chunk is the district levy, which now amounts to 2.5 million euros, “which has grown by 700,000 euros in ten years”.

    Children’s home remains a big chunk

    At 1.3 million euros, the expansion of the children’s home was the largest investment in 2023. But that doesn’t mean the end: the former administrative wing there needs to be renovated, older parts of the children’s home need energy-saving renovation, and the former area of ​​the teacher’s house should be built on as soon as possible.

    Nine million euros flow into the wastewater

    The construction of a connecting pipe from the sewage treatment plant to the Erdinger Moos wastewater association (AZV) in Eitting costs around nine million euros, a project that is now about to start. “We in the local council considered for a long time what could be the best solution for us in the long term and decided on this connection. We would not have been able to afford our own new system financially, also because of possible follow-up and renovation costs.” The mayor showed the meeting how this connecting canal would mainly run along existing paths and streets in order not to affect too much private property. When it comes to covering costs, the municipality is considering a mixed calculation of wastewater fees per household and annual contributions.

    PV, wind power and heat planning

    Fraunberg is self-sufficient when it comes to electricity production and always exceeds its own needs. But you can still hardly avoid building state-required wind power and photovoltaic systems. As far as the latter is concerned, the administration has already drawn up guidelines that will soon be adopted. With regard to wind turbines, two possible clusters have currently been identified; one of the so-called potential areas is in Köhlholz between Kemoding and Eschlbach (municipality of Bockhorn). “We should always remember that investors are privileged and can set up wind turbines in our area for their own profit if we as a municipality have not decided on possible areas by 2027,” warned Wiesmaier.

    It is also difficult to draw up heat planning for a community with at least 42 districts, as the government wants. “But we have already made contact with the municipal utilities in Erding and Dorf.”

    No money for broadband expansion

    The mayor sees broadband funding as an issue that is difficult to overcome for everyone. A few could soon take part in a line that leads to Holzland, but at least around one million euros would be needed to expand it throughout the community – “but we don’t have that money”.

    In the subsequent citizens’ meeting, a possible discontinuation of the municipal newspaper in paper form or a 14-day edition only was discussed. It is currently distributed in a circulation of 1,400 copies and costs the community around 44,000 euros per year.

    Month-long lockdown

    The allegedly inadequate cleaning of the strogs, for which the water management office is responsible, was criticized by two residents. In emergencies, the community is offering a free sandbag campaign on May 11th as a flood protection measure. Finally, Wiesmaier announced, the state road between Fraunberg and Riding will soon have to be completely closed due to major construction work – “probably for three to six months”.
