In general, it is not a bad idea for one representative of the four parties in the future coalition to be the speaker of the parliament for one year, on a rotating basis, sociologist Kolyo Kolev commented on NOVA News.
However, he drew attention to the fact that eventually the social leader Kornelia Ninova will be the first speaker of the National Assembly. Kolev is adamant that this is Ninova’s action “to save her own position”.
“The Speaker of the Parliament will be a political figure who has a contradiction even within his own party,” Kolyo Kolev exclaimed.
“It is not difficult to be perceptive to see in this Cornelia Ninova’s attempts to solve her party issues, but it may affect the work of the parliament and the majority in general,” commented the sociologist.
“If she is the speaker of the parliament and there is a congress of the BSP, what will her party have to do – blame the speaker of the National Assembly? It’s a bit awkward,” predicts Kolyo Kolev.
“According to the statute and the mandate rules introduced by her, she must leave the National Assembly,” the analyst also reminded.
He defined as frivolous the appeal of MP Martin Dimitrov “Democratic Bulgaria” not to participate in the government with his ministers, but only to give his support.
“This is frivolous, even in advance, before you have formed a majority, to declare yourself as an opposition, this is a bit of a schizophrenic position. Either you participate or you do not participate. Either you participate in the majority or you do not participate, this is absurd, you have to choose a position even in advance”, the sociologist is emphatic.
According to Kolyo Kolev, the new governing coalition “looks very pleasant at first glance”, but it depends on what it will do, what its actions and policies will be.
He approved the idea of having a minister of e-government and transferring various structures and agencies to him, such as that of registrations, but expressed his concern that it would not be just a mechanical regrouping.
“Without a doubt, we need e-government and services to come in, so that you don’t have to go and write papers for everything. How much we need all these agencies, it’s hard for me to say now, because it’s quite possible that the old number transferring dogs to birds and making the aquatics department out of birds and dogs,” the sociologist also warned.
