Russia has said strategic security issues, including space-based weapons systems, are the main potential area for dialogue with the United States.
The US plans to propose a draft resolution to the UN Security Council next week to ban the development of nuclear weapons in space, two months after US sources said Washington had new intelligence related to Russia’s nuclear capabilities and efforts to develop space-based weapons, which Moscow has flatly denied.
Asked about the draft resolution, Kremlin spokesman Dmitry Peskov told reporters: “The main possible area for dialogue between the United States and Russia is issues related to strategic security, which includes the issue of space.”
Relations between the two countries have fallen “below zero”, as the Kremlin has said, since Russia launched its war in Ukraine in 2022 and the United States increased aid, weapons, training and intelligence to Kiev.
Russia and the US, by far the biggest nuclear powers, have expressed regret for abandoning arms control treaties that were meant to slow the Cold War arms race and reduce the risk of nuclear war. The latest treaty that sets limits on the number of strategic nuclear warheads of the two countries is expected to expire in 2026.
President Vladimir Putin insists Moscow will discuss arms control only as part of a wider package of issues related to Russia’s security, including its concerns about NATO expansion and Western support for Ukraine.
The Kremlin spokesman also dismissed claims by French President Emmanuel Macron that Russia will maliciously target this summer’s Olympic Games in Paris as completely baseless.
Peskov also rejected a claim by Czech Transport Minister Martin Kupka, who told the Financial Times that Russia was trying to sabotage EU rail networks through a large-scale hacking campaign.
“The accusations in both the first and the second case are completely unfounded. They are often heard but never supported by any sufficient evidence or argumentation. We categorically do not accept these accusations,” said Peskov.
