NABU and SAP exposed an organized group that seized almost UAH 95 million from JSC “Ukrzaliznytsia” for the purchase of transformers during martial law. Among the suspects: a former adviser to the Office of the President, an official of the SBU Artem Shilo.
This is stated in the message of NABU, reports ExPro.
From June to December 2022, the leader of the group (Artem Shilo) through controlled officials of JSC “Ukrzaliznytsia” ensured the selection of a predetermined company as a supplier of power transformers at an inflated cost. In particular, he organized the preparation and sending of the letter “Regarding threats to state security” to the State Security Council, which became the basis for rejecting the offers of other procurement participants with significantly more favorable price terms.
The winning company is controlled by a citizen of the Republic of Belarus with ties to the Russian Federation. This “winner” through a controlled gasket company registered in Bulgaria purchased transformers from a manufacturer in Uzbekistan and resold the transformers at a price that was artificially increased by almost two times.
According to NABU, “Ukrzaliznytsia” suffered losses in the amount UAH 94.7 million, which the participants in the crime took possession of and disposed of at their own discretion. UAH 53 million was seized on the bank accounts of the supplier company.
Artem Shil is associated in the media with the deputy head of the President’s Office Oleg Tatarov. In the SBU, Artem Shilo was the head of the main department of counterintelligence protection of critical infrastructure objects and countering the financing of terrorism.
