Yes, as an exception to the applications of civil servants (Art. L332-8 provision 2 of the general civil service code)

A contract worker may be recruited for this position if no application from a civil servant is suitable, and because the needs of the services and the nature of the functions justify it. The proposed contract cannot exceed three years, renewable for a maximum duration of six years.

It is possible to recruit for this position a person who has not passed a civil service competition, because one of the grades indicated is a category C entry grade which allows direct recruitment without a competition. At the heart of the Lyon metropolis, the City of Villeurbanne (150,000 inhabitants) is engaged in an ambitious dynamic of transitions. The municipal team wishes to make the city of Villeurbanne a hospitable city, more ecological and sustainable, easy to live in, inclusive, creative, collaborative, civic and innovative.

Following a reorganization, aimed at improving the working conditions of its agents and its quality of service, the education department is recruiting thirteen service center unit managers (RUPS).
Made up of three territorial services, the education department manages twenty-six school groups and two nursery schools welcoming around 13,000 children aged 3 to 11.
The agents of the service center unit carry out maintenance and catering missions for their school group. Nearly 7,500 meals are served every day in Villeurbanne schools, in cold connection with the central kitchen.

Under the responsibility of the local educational manager, the RUPS supervises and manages the service agents (on average team of 7 agents), on maintenance and restoration missions, its school group. He/she also ensures coordination and interface with the various stakeholders in the school group (teachers, ATSEM, caretaker, after-school coordinator). Finally, he/she is the guarantor and participates in the implementation of maintenance and restoration protocols.

Missions :
• Manage the service center team
o Lead the work collective
o Organize work
o Ensure that the pole’s agents have the material and technical conditions necessary to carry out the tasks entrusted to them
o Explain the methods, procedures and instructions and ensure they are respected
o Evaluate the work and results of your colleagues
o Ensure administrative follow-up of your colleagues (leave, professional interview, etc.)
o Inform regularly and alert, if necessary, the line manager on the functioning of the team
o Welcome and train new agents
• Organize premises maintenance missions according to constraints and health protocols in force
o Participate in the maintenance of the premises
o Organize the work of the service center to ensure routine maintenance of the premises
o Make the link with the ATSEM on the maintenance of kindergartens
o Ensure the supply of equipment and maintenance products in collaboration with the caretaker
• Organize the catering service according to the constraints and protocols in force
o Manage staff numbers and meal needs
o Participate with your team in all restoration tasks
o Ensure that all tasks related to the catering activity are carried out, from reception to waste management.
o Organize the lunch break time in collaboration with all those involved in the lunch break
o Participate in the operational implementation of legislative developments and city projects defining future orientations in terms of restoration
o Ensure compliance with HACCP standards
