“MART, as a regulator, develops regulations that regulate consumer protection issues. I would like to announce the norms that we plan to include in the law “On the Protection of Consumer Rights”. Thus, according to current legislation, the seller (service provider) is obliged to ensure the acceptance of funds in two forms – cash and non-cash. And the consumer himself chooses in what form to pay – cash or card. However, online commerce is developing very actively, and there is a need for consumers to pay only in non-cash form. In principle, as the analysis shows, the vast majority of consumers pay this way, since it is easier. Taking into account the proposals of online sellers, a draft norm has been developed, which provides that the requirement to provide two forms of payment will not apply to online stores,” said Inna Gavrilchik.

Thus, if an online seller decides to accept payment only in cashless form, this will not be a violation. “At the same time, the online store must have information about how payments are accepted – in what form, through what systems,” the MART representative clarified. This innovation has already been discussed with business and the public. There are opponents of such changes, but there are very few of them, says Inna Gavrilchik. Therefore, it is planned to include this norm in the law.
