Latvian institutions and companies are increasingly exposed to cyber attacks. According to experts, it may be part of a hybrid war against our country.
The Cabinet of Ministers determined the procedure by which public and private sector institutions can apply for and receive co-financing for the implementation of projects related to cyber security, ensuring an efficient, transparent and compliant with the principles of proper financial management of the European Cyber Security Competence Center (ECCC) 2021-2027. the implementation of grant projects in Latvia during the planning period of 2018, the website mod.gov.lv reported.
The rules determine the responsibilities of the institutions involved in the management of grants – verification of the eligibility of the project applicant, payment and settlement procedures, procedures for management, monitoring, evaluation and control measures. At the same time, the tasks of the Office for the Protection of the Constitution are being expanded, that is, the office carries out project submissions, as well as evaluation of the compliance of members of the cyber security competence community with the interests of national security. The rules for the implementation of a specific grant program are directed separately.
The approved regulatory acts only apply to the European Union’s policy instrument support programs under the indirect management of the European Cybersecurity Competence Center, such as the cyber security sections of the Digital Europe and Horizon Europe programs.
In addition, in order to support small and medium economic operators registered in Latvia by co-financing cyber security transformation projects, the Cabinet of Ministers determined the 2021-2027 European Cyber Security Competence Center. implementation regulations of the grant program “Cyber security transformation of small and medium-sized economic operators” of the planning period.
The program plans to promote the cyber security transformation of small and medium-sized economic operators and provide support in strengthening cyber resilience, promoting the achievement of the long-term cyber security goals of Latvia and the European Union.
Also, the program will support the development of innovative cyber security transformation technologies and concepts, within the framework of which these concepts and technologies would also be tested, piloted and published, as well as activities in the field of research. The grant program “Cyber security transformation of small and medium-sized economic operators” is expected to receive 1,000,000 euros of co-financing from the European Commission. The maximum amount of grant co-financing available within the program is EUR 60,000 per project, and the maximum duration of their implementation is one year.
