After the scandal with the mayors, which embroiled Kiril Petkov during the “Yes, Bulgaria” conference, regional minister Andrey Tsekov published a post on Facebook to reassure the mayors. The money for municipal programs is guaranteed, he claims.

Today, social networks abound with statements related to the financial security of the Investment Program for municipal projects under Art. 107 of the Law on the State Budget for 2024, wrote Andrey Tsekov.
Here’s what else he explained:
Much of what has been presented shows an incorrect or perverse interpretation of the facts and the law, so I would like to clarify as follows:
1. BGN 9.99 billion have been earmarked for capital investments in the central budget, including and for projects for municipalities – see Art. 106 of the Budget Law;
2. In Art. 107 is an approved 3-year investment program, including 1,625 municipal projects worth over BGN 4.1 billion.
3. A contract for financing a specific project is concluded between the minister of regional development and the mayor of the beneficiary municipality.
4. The implementation of the project is not fully financed in advance (as has been the practice in the last 20 years), but through advance and interim payments due upon fulfillment of certain conditions – see Art. 107, para. 9 and para. 10.
5. The funds for the necessary payments to the municipalities are granted to the MRRD from the central budget by resolutions of the Council of Ministers – see Art. 107, para. 2
In short, contrary to a number of political claims, the truth is that there are no problems with the financial security of the national program for municipal projects. In the central budget, there is nearly 10 billion for capital expenditures, from which the Council of Ministers periodically transfers funds to the Ministry of Internal Affairs and Communications for payments to municipalities, when necessary. At the moment, 400 million have been transferred under the budget of the Ministry of Regional Development, and this is quite enough, since no requests for advance payments have yet been received from the beneficiary municipalities. Upon exhaustion of the available amount, according to Art. 107, para. 2 of the Law on the Budget, the MC provides additional funds for the implementation of the program.
These are the facts and the law. Everything else is misinformation.
