Charges from the… window and additional private costs for citizens amounting to 1 to 5 euros are brought by the bill of the Ministry of Health of Adonis Georgiadis, which was submitted to public consultation on Thursday.
These new charges concern diagnostic tests carried out in the private sector as well as the vaccination against Covid, when it is done at the pharmacy. Article 24 of the bill introduces an extra charge that will be charged to citizens for tests performed in private diagnostic centers and clinical laboratory doctors.
The legislator states: “In analogy to charging the patient one euro at pharmacies for the execution of prescriptions, the beneficiaries of EOPYY care will pay from April 1 to the contracted private diagnostic centers to the clinical laboratory doctors 1 euro per referral for the execution of biological diagnostic tests materials and 3 euros per referral for the execution of imaging tests”.
With the “seal” of Adonis
Adonis Georgiadis is completely changing the character of health, putting into full effect the plan to privatize the NHS, as according to the bill that was submitted for public consultation, the competent ministry foresees new fees for the insured for services that until now did not contribute, and gives the green light for hospital doctors and Health Center doctors to provide private work
In particular, the insured are required to pay 1 euro out of their own pocket for each examination of biological fluids (blood and urine) and another 3 euros for each radiological examination (x-ray, magnetic resonance, x-ray).
Charge 1 to 3 euros
According to chapter F’ of the draft law of the Ministry of Health, “EOPYY care beneficiaries pay from 1.4.2024 to contracted private diagnostic centers and clinical laboratory doctors one (1) euro per referral for the performance of diagnostic tests of biological materials and three (3) euros per referral for the performance of imaging tests”.
Vaccination against Covid with hat
Regarding the vaccination against the coronavirus, article 48 of the law states: “For each vaccination against the SARS-CoV-2 coronavirus carried out in the pharmacy, regardless of the type of vaccine, compensation of the licensed pharmacist is determined in the amount of five (5) euros, plus the corresponding VAT . The compensation is paid by the natural person who is vaccinated”.
Private surgeries by the doctors of the National Health Service
In article 4 of the bill, it is stated that doctors can open private practices or work at the same time in private clinics.
Specifically, the following are emphasized: “Exceptionally, it does not constitute a disciplinary offense for the doctors of the National Health Service, outside of their regular hours and on-call, to practice private work, provided that they undertake the insurance and tax obligations for the specific period employment”.
“In particular, the doctors of the National Health Service may maintain a private practice, provide medical services in any relationship, including that of a consultant or expert – technical consultant and for matters of education – training – supervision of health professionals, organization of lectures and scientific events, writing scientific articles, medical updates Health for nosological entities, in a private clinic or private diagnostic or therapeutic laboratory or pharmaceutical companies or companies of medical technology products and in general to any kind of private companies that provide or cover Health services on the condition that they are granted a relevant license in accordance with procedure of the present. The relevant permission is granted by the hospital administrator or the administrator of the Health Region in the case of a Health Center, upon request of the doctor concerned”
This is provided for in the fundraising bill of the Ministry of Health:
- Expanding the possibility of NHS doctors to carry out private work utilizing their clinical experience and establishing the necessary terms and conditions for this.
- In the determination of the nature of the income of ESY doctors from the performance of afternoon surgeries as income from the exercise of a private project.
- In dealing with direct issues of health structures and Health Regions, as well as issues related to the granting of medical and nursing specialties.
- In the concentration of the supply of hospital drugs in one body, the National Central Health Procurement Authority (EKAPY), with the aim of faster liquidation and payment of the suppliers of the NHS hospitals and the Thessaloniki General Hospital (GNTH) “PAPAGEORGIOU”.
- In the resolution of issues of supervised bodies of the Ministry of Health, in particular the National Public Health Organization (EODY), the National Organization for the Provision of Health Services (EOPYY) and the National Central Health Procurement Authority (EKAPY).
- In achieving vaccination coverage and better surveillance of the evolution of the transmission of the Covid-19 disease.
