Congressional Deadline Looms for Amnesty Law Agreement Between PSOE and Junts per Catalunya

The Justice Commission will meet this Thursday, the 7th, the deadline for the different parliamentary groups to agree on the opinion on the amnesty law that will be voted on again in the plenary session of the Congress of Deputies, after PSOE and Junts per Catalunya did not arrive to an agreement at the first attempt on January 30. Both groups will have to polish their eventual agreement as much as possible so that their differences do not prevent the approval of the law again.

As several sources have confirmed to Público, this first step could take place on Thursday without giving rise to possible new extensions, something that had come to be rumored, although it was not clear that the Rules of Congress would allow it. In any case, the fact that the meeting is already on the table and has been communicated to the groups is proof that the stances between PSOE and Junts have become flexible enough – as Público explained – to reach an agreement around of their great differences.

Once the Commission meets, issues its opinion and is voted on again in Plenary, as long as the law is approved, the moment will come when it moves to the Senate, where the Popular Party awaits it with a whole arsenal of parliamentary obstacles, as the training itself has explained. The popular ones have even modified the rules of the Chamber to be able to avoid processing the law through the emergency route, as has been done in Congress.

It is still unknown how close the PSOE and Junts are to the agreement and, to an even higher degree, what is the solution that the two parties have found to overcome their biggest disagreement: whether or not to include terrorism offenses in the amnesty Together they did not give in on January 30 and slowed down the processing of the law on this issue, but the Socialist Party drew its main red line here.

In any case, this Thursday is the limit and the two formations have worked – and are working – under the pressure of the calendar. All this at a time of tension in the socialist ranks, with the ‘Koldo case’ at its height, and after the news that the Supreme Court has opened a terrorism case against Carles Puigdemont.
