China Issues ‘Guiding Opinions on Accelerating Green Development of Manufacturing Industry’ for Sustainable Future

CCTV news:On March 1, the Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the Ministry of Finance and other seven departments, issued my country’s first “Guiding Opinions on Accelerating the Green Development of the Manufacturing Industry” (hereinafter referred to as the “Guiding Opinions”). The “Guiding Opinions” propose that by 2030, the output value of green factories will account for more than 40% of the total output value of the manufacturing industry, making green development a solid foundation for promoting new industrialization.

The “Guiding Opinions” propose that by 2035, the endogenous driving force for green development of the manufacturing industry will be significantly enhanced. Carbon emissions have stabilized and declined after peaking, and carbon neutrality capabilities have steadily improved. Green and low-carbon competitive advantages in global industrial and supply chains have been highlighted, and green development has become a common form of new industrialization.

In recent years, our country has accelerated the construction of a modern industrial system, promoted new industrialization, and promoted the development of high-end, intelligent, and green manufacturing industries, and achieved positive results.

In 2023, the added value of my country’s high-tech manufacturing industry and equipment manufacturing industry will account for 15.7% and 33.6% of the added value of industries above designated size respectively. The production and sales of new energy vehicles exceed 9.5 million, leading the world for many years in a row. Power battery production accounts for about 60% of the world. The output of major links in the photovoltaic industry chain has ranked first in the world for many years in a row.

A green factory refers to an enterprise that achieves intensive land use, harmless raw materials, clean production, waste recycling, and low-carbon energy. It is the core implementation unit of green manufacturing. At present, my country’s green manufacturing system with green factories as the core basic unit has become an important starting point for promoting green manufacturing in various places.

Accelerate the transformation and upgrading of traditional industries to green and low-carbon development

The “Guiding Opinions” propose to accelerate the optimization and adjustment of traditional industrial product structure, energy consumption structure, raw material structure and process reengineering to build a clean, efficient and low-carbon industrial energy consumption structure. In recent years, my country’s traditional industries have been upgraded through green and low-carbon transformation, and technological equipment levels, resource and energy utilization efficiency and other aspects have reached a new level. The intensity of major pollutants and carbon dioxide emissions in key industries and fields has continued to decline.

In an environmental protection equipment production workshop in Dezhou, Shandong Province, workers are rushing to produce a batch of intelligent filter press products that will be sent to Europe. In recent years, enterprises have carried out green and intelligent upgrades in water saving, energy saving, labor and other aspects according to the needs of different industries such as chemical industry, food, mining and so on. While the production capacity of the new filter press product has doubled, the energy consumption has been reduced by 40%. %.

In the exhibition hall of Kunming Yun Aluminum Co., Ltd., a full industry chain diagram shows its complete industrial chain from bauxite to aluminum processing. Yunnan Aluminum Co., Ltd. not only carries out chain extension, chain replenishment and chain strengthening work around high-quality hydropower aluminum resources, but also gathers dozens of downstream aluminum processing enterprises for collaborative development, forming a “1+N” full industry chain from aluminum water to end products. Green development pattern.

The energy efficiency level of my country’s key industrial products such as steel, electrolytic aluminum, cement clinker, and flat glass continues to improve. The reuse rates of industrial enterprises above designated size in the steel and petrochemical industries exceed 97% and 95% respectively, which are at the internationally advanced level. So far, a total of 89 steel companies have completed full-process ultra-low emission transformation with a crude steel production capacity of 426 million tons.

The “Guiding Opinions” propose that by 2030, the recycling volume of major renewable resources will reach 510 million tons, the comprehensive utilization rate of bulk industrial solid waste will reach 62%, the proportion of renewable energy used in electrolytic aluminum will reach more than 30%, and the proportion of short-process steelmaking will reach More than 20%, short-process synthesis technologies such as one-step production of olefins and ethanol from synthesis gas have been applied on a large scale.

Green, low-carbon, high starting point development of emerging industries

Emerging industries are an important force leading future development and high-quality development. At present, the degree of greening of my country’s industrial economy has been significantly improved, and emerging industries are booming, showing strong vitality and huge market potential.

The Beijing-Tianjin-Hebei Intelligent Computing Center introduces new energy-saving technologies to comprehensively improve the computing efficiency and energy efficiency of the computing network infrastructure. It uses new technologies such as evaporative refrigeration, inter-row air conditioning, and artificial intelligence power control model algorithms to improve operational efficiency. Compared with traditional big data centers, it saves more than 4 million kilowatt hours of electricity. It is the largest green computing center in the Beijing-Tianjin-Hebei region.

In recent years, my country’s emerging industries have shown a good development momentum driven by various factors such as policy support, capital investment, and local layout. At present, my country’s industry is generally in the stage of climbing from the low-end links to the mid-to-high-end links of the global value chain. It is urgent to grasp the direction of a new round of scientific and technological revolution and industrial transformation, rely on new technologies, create new driving forces, and expand new space.

The “Guiding Opinions” propose that in the field of new generation information technology, guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technology products, and explore the construction of a market-oriented green and low-carbon computing power application system. In the field of high-end equipment, accelerate the innovation and industrial application of key remanufacturing technologies such as additive manufacturing, flexible molding, non-destructive testing and disassembly, and promote the remanufacturing of high-tech and high value-added equipment.

Green integrated new business formats in manufacturing industry

Cross-border industrial integration has become the key to promoting high-quality development. In the process of green transformation, my country’s manufacturing industry not only focuses on energy conservation and emission reduction, but also actively explores in-depth integration with other industries. The “Guiding Opinions” propose that it is necessary to promote the deep integration of digitalization and greening, the deep integration of green manufacturing and modern service industries, and the deep integration of green consumer demand and green product supply.

In the Taishan Iron and Steel factory in Jinan, Shandong, the idle space on the roof of the factory is covered with photovoltaic power generation panels. Cross-border cooperation between steel and photovoltaics has brought steel rolling into the “green electricity era”. According to statistics, within a 25-year life cycle, a 20-megawatt photovoltaic power generation project is expected to provide 510 million kilowatt hours of green power and reduce carbon dioxide emissions by 480,000 tons.

The “Guiding Opinions” propose to give full play to the enabling role of digital technology in improving resource efficiency, environmental benefits, management effectiveness, etc., and accelerate the digital and green collaborative transformation of production methods. Expand typical application scenarios of “new generation information technology + green and low carbon” in the entire production and manufacturing process for key industries and improve total factor productivity.
