As the Democratic Party of Korea decided on the 27th to exclude former President Lim Jong-seok, former chief of staff, from the Seoul Central and Seongdong Gap elections, Representative Lee Jae-myung and the pro-Moon camp are entering a full-fledged conflict. Concerns were conveyed to Representative Lee from various angles that whether or not former Director Lim’s nomination could turn into a ‘war between the famous clans (Lee Jae-myung and Moon Jae-in)’, but the explanation is that the fact that he did not accept this was a reflection of Representative Lee’s will. At the general meeting on this day, lawmakers protested, saying, “It has become an extinct party, not a prestigious one,” and “Can the general election be held with only Lee Jae-myung without Moon Jae-in?”

Former Chief Lim, who declared his candidacy on the 11th of last month and carried out an election campaign, was frustrated in his candidacy after about a month. There have been many concerns within the party that if former Director Lim, who is a symbolic figure of the Moon Jae-in administration and the 86 Movement, is not nominated, the explosion will grow uncontrollably. Recently, former Representative Lee Hae-chan, who is close to Representative Lee, also came forward and expressed his opinion that the nomination of former Director Lim is necessary to maintain a ‘prestigious political party’. During the Yangsan meeting between former President Moon Jae-in and Representative Lee on the 4th, former President Moon emphasized ‘unity’ and said, “We are a prestigious political party.”

A senior Democratic Party lawmaker said, “At the time, former President Moon mentioned three people, including former Chief of Staff Lim, and asked them to look into it.” It is said that Representative Lee even ignored former President Moon’s requests. It is known that all three people mentioned by former President Moon were not considered in this nomination.

There is talk within the party that the bad relationship between Representative Lee and the pro-Moon camp, which has continued since 2017, seems to be influencing this nomination. Representative Lee, who was a ‘minor candidate’ during the 2017 presidential election, grew stronger by challenging former President Moon, who was ahead at the time, and Representative Lee’s supporters strongly criticized former President Moon, calling out for refusal to contest the primary. When suspicions about the so-called ‘Hye-gyeong Palace Kim’ related to his wife Kim Hye-kyung arose, Representative Lee expressed his displeasure by directly mentioning the suspicion of preferential employment for former President Moon’s son Jun-yong.

Pro-Myung faction figures also spoke about the last presidential election, which they lost by 0.73 percentage points, saying, “Right before the presidential election, we asked for 30 trillion won in disaster relief funds for all citizens, but President Moon refused to listen, blaming finances by using Deputy Prime Minister and Finance Minister Hong Nam-ki,” and “The money was released at that time.” “If so, we won,” he said. There is widespread public opinion that the Moon Jae-in administration’s misfortunes, including real estate policy and the Cho Kuk incident, should have been properly resolved.

The pro-Moon camp suspects that Representative Lee is trying to nip his rivals in the bud. A re-elected lawmaker said, “Isn’t this because they are concerned about the situation in which former Chief Lim enters the National Assembly and becomes the center of pro-prosecution and criticism, and challenges the party representative election to be held after the general election?” At a closed-door general meeting on this day, Rep. Hong Young-pyo is known to have made direct criticisms, such as saying, “It seems like it has become an extinct political party rather than a prestigious one,” and “If I skin someone else, my hands will be covered in blood.” Rep. Park Hong-geun also said, “You talked about 200 seats, then you said 150 seats, and now you can do 100 seats.” He added, “I thought the Lim Jong-seok case was our last chance, but if we make a mistake, we will all be destroyed together.” Representative Lee did not make any special remarks throughout the general assembly, which lasted for about 2 hours and 40 minutes. However, after the general meeting ended, he told reporters, “Our lawmakers have given us various opinions, and we will refer to them in our party work.”

At Seoul Middle School and Seongdong Gap, former Civil Rights Commission Chairman Jeon Hyun-hee received a strategic nomination. A party official said, “It was a decision that took into account the structure that will be achieved with the opposing party candidate (former lawmaker Yoon Hee-sook) and the situation in which the ruling party is insisting on ‘liquidating the activist movement.’” Chairman Jeon was criticized for delaying the recognition of the public interest reporter status of the informant related to the suspicion of illegal misappropriation of Kim Hye-kyung’s corporate card while he was chairman of the Civil Rights Commission. He also covered up the allegations of ‘free defense’ and ‘payment of attorney fees’ related to Representative Lee at the time of the chairman of the Civil Rights Commission, saying, “You can also provide free defense to people who are very close to you, such as friends.”

Controversy is also expected over the decision to designate the constituency (Seongbuk-eul, Seoul) of Rep. Ki Dong-min, who is on trial on suspicion of receiving bribes from Lime, as a strategic nomination site. Representative Ki was effectively cut off, but pro-Myung faction lawmaker Lee Su-jin (proportional), who was involved in the same incident, will compete in the primary against pro-Moon lawmaker Yoon Young-chan.
