National Assembly Rejects Proposal for New Kozloduy NPP Capacities, Continues Work on Investment Law Amendments

The National Assembly rejected a proposal to consider draft decisions on the construction of new capacities for the Kozloduy NPP and will continue with the work program for today, which foresees the second reading of a bill amending and supplementing the Investment Law.

This is what the deputies decided after the chairman Rosen Zhelyazkov opened the plenary session, the chairman of the Commission for Energy Delyan Dobrev (GERB-SDS) proposed as a first point that the parliament consider the draft decisions approved yesterday for the construction of new capacity at the Kozloduy NPP.

The proposal for inclusion in the MPs’ work program was recognized by the Speaker of the Parliament, Rosen Zhelyazkov, but was rejected by the plenary hall with 102 votes “for”, 61 – “against” and 51 “abstentions”.

The digital central bank euro project is an additional risk and aims to control people and, as they say in slang, to punish them if they don’t listen, MP Dimo ​​Drenchev said in a statement on behalf of the “Vazrazhdane” parliamentary group from the rostrum of National Assembly. According to him, the purpose of governments is to control the financial transactions of private individuals, companies and the political opposition.

In January 2023, the European Central Bank (ECB) decided to continue with its digital euro project after completing its analytical part in a two-year period, and so from November 2023 a two-year preparatory phase for its introduction began, Drenchev pointed out. The ECB’s idea is for it to be a digital form of the cash we know – banknotes and coins, and supposedly not a substitute for them, but is it really so and will another conspiracy theory become a reality, he commented.

“Banknotes and coins are the main pillar of the banking system and electronic money in its current form is their mirror image. If a person requests that his electronic money be converted into bank notes in a bank, then the banks are obliged to do so. In the case of the digital central bank euro, this obligation is removed, since the issuance of digital currency will be carried out directly by the ECB,” Dimo ​​Drenchev pointed out. The advantages of the digital euro are zero because electronic money is already available anyway, he believes.

Drenchev pointed out that the digital euro can be targeted, its holder will not be able to freely dispose of it, and it will be programmed so that it can be spent only on certain services and products and not everywhere. He pointed out that there is a pilot project in Germany – the so-called a payment card for migrants, where refugees in some cities no longer receive cash, but only digital credit.

Dimo Drenchev also noted that the digital central bank euro openly talks about a validity date, i.e. you have a deadline in which you have to spend your money, after which it is canceled. According to him, this is another limitation for people, and with it, conventional saving money will remain a thing of the past.

Deputies finally adopted the changes to the Investment Promotion Law.

In the reasons of the DPS petitioners, it is written that the purpose of the changes in this law is to protect the country and the EU from investments or acquisitions that have the potential to harm national security and public order.

The importers are also stepping on a European regulation from 2019, which provides for a mechanism for screening foreign investments. This law also creates an Interdepartmental Council for Screening Foreign Investments, which will report on its work every month to the Council of Ministers and the Committee on Budget and finances in the National Assembly.
