Correismo fails to reform the Penal Code – 2024-02-21 17:49:30

The intention of the Citizen Revolution movement to incorporate a reform to the Comprehensive Organic Penal Code (COIP) remained just that: mere intention. Well, Correismo wanted the final conviction sentences to be reviewed and that will have to continue waiting.

Well, the president of the National Assembly, Henry Kronfle (PSC) suspended on February 15, 2024, the plenary session where the Justice Commission, controlled by Correism, intended to approve a report in which several changes were incorporated to the Code. Comprehensive Criminal Organic Law (COIP).

Among the reforms considered “controversial”, the amendment to article 71 of the COIP included the obligation that the State Attorney General’s Office would have to inform the National Assembly about any case that is under investigation, even if it is only in preliminary investigation.

In this way, the State Attorney General’s Office (FGE) was obliged “to deliver confidential information to Parliament and even to organizations such as the Judiciary Council, and the Comptroller’s Office. If the reform is approved, the Prosecutor’s Office would also have to archive previous investigations of crimes not yet prescribed,” as reported by the newspaper. The time.

Fernando Cedeño (precisely from the Citizen Revolution), president of the Justice Commission, highlighted that “the report was approved unanimously on February 9, 2024 (Citizen Revolution, PSC, ADN, Good People, Independent),” he stated.

But on the PSC side, they changed their position moments before opening the debate, as Vicente Taiano (leader of the Social-Christian bench), modified his criteria, and pointed out that the reservation of the previous investigation cannot be lifted. «Whoever does it commits a criminal offense; “The investigation of the Prosecutor’s Office cannot be hindered.”said.

Taiano, thus turned to the criteria of the movements Build and Good People, who in the plenary debate asked for these articles to be archived, and for the text of the reform to return to the Commission. Then, both groups requested that the proposal be modified so that it could be heard in the plenary session in eight days.

«“I don’t know what they’re afraid of.”responded Fernando Cedeño in a later intervention.

Approval of the COIP reform requires 70 votes. However, the president of the Legislature, once the session was suspended, did not specify a date for the last debate.
