The Movement for Rights and Freedoms (RMF) has a stabilizing role in the rotation negotiations and I see no reason for that role to change. This was stated by political scientist Strahil Deliyski to BNR.
“The political forces should be ready for the elections in June. Are they ready for parliamentary elections? It seems to me that according to indirect indicators – sociological surveys, actions of individual participants, they are not quite ready. Borisov has not yet managed to fully master his party along the lines of reassuring them that everything is fine with this assembly,” Deliyski explained.
With his statement last week that the rotation is being delayed – he certainly says he has a key role in making this rotation happen. From there we can only guess…
The role of the DPS is the stabilizing factor, this was recognized by Borisov and Kiril Petkov. And I see no reasons why this role of the DPS should not continue to be so, even in the context of the rotation talks, the political scientist also pointed out.
“There are no written constitutional rules governing an assemblage. This means that it will happen by virtue of the informal, non-public relations between the participants within. They are not even required to tell us why they are doing one thing or another in the rotation. Because the main idea of the government and the assembly is for it to exist,” revealed Strahil Deliyski.
He also commented on the dispute about the Foreign Ministry: “The post of foreign minister is always important, as well as the post of any other minister. In this case, let’s use the popular word “filling”, because a political science concept has not yet been invented, political science has not yet studied coalition-non-coalition relations.”
That fill is hardly a function of the importance of that particular ministerial post, he pointed out.
“Arguments from PP-DB were omitted and we were left with the impression that they imagine this post as communication with the international world. I do not know what the real intentions are. The traditional understanding of the position of foreign minister is not to allow free communication with the outside world,” he explained the political scientist.
According to him, this whole situation about how the exchange will happen and the rest, “is the result of the informal way in which the changes in the ruling coalition should happen”.
